To support of its current growth, Plan International Timor-Leste is seeking for a creative and ambitious AHP Flood and Covid-19 Project Field Officer. Dimensions of the Role
  • Close work with Leader local and community in target area and Family sponsors child
  • Coordinate base line activity for project with Local Authority and community in the Target location.
  • Provide support to community and WASH team in the technical survey to target public places
  • Develop distribution plan for Food item, seeds, and Non-food items distribution with all target location
  • Drive change in practice and policy at local, national and global levels through our reach, experience and knowledge of the realities children face.
  • Effectively report on communicate monitoring with Plan Flood and Covid-19 respond.
  • Work with children and communities to prepare for and respond to crises and to overcome adversity.
  • Work closely with M&E team for data collection
Accountabilities 
->Project planning and budgeting
  • Identify potential monthly and weekly plan activity,
  • In consultation with program manager and sponsorship manager to develop yearly implementation strategies and operation plans of project. Lead in the roll out and guide the implementation of the plan;
  • Assure the gender equality, inclusion and LGBTIQ part of the planning stage.
  • Manage and supervise day to day staff team work
-> Program implementation, monitoring, review, evaluation and learning
  • Assure all the implementation of the project base on the time frame
  • Approach and engage with relevant stakeholders in the municipal level
  • Regular conduct field visits to monitor program implementation and ensure quality delivery of project
  • Lead and conduct monthly meeting of status of project implementation plan and facilitate monthly re-planning
  • Provide the technical support to team
  • Lead focus group discussion in target location
  • Lead the regular community meeting in the suku and aldeia level ,
  • Assure the integration of gender equality, inclusion, and LGTIQ in implementation project, monitoring and evaluation stages.
  • Communicate with other relevant Local Ngo and INGO has exist in the target Municipality, Suku and aldeia.
  • Basic analyse the baseline data

Essential
  • Facilitation and active listening skills
  • Computer literate
  • Good presentation skills
  • Skill to link with different kind of partners and partnership development
  • Demonstrated English language command
Desirable
  • At least a diploma graduates on community development;
  • Has at least two-year experience in disaster risk reduction and emergency flooding response ;
  • Experience as a trainer or facilitator;
  • Experience in working with child-focused development organization will be an advantage
  • Experience in the planning and reporting.

Physical Environment
This post is based in Dili, Aileu and Ainaro in a typical office environment. The role holder will be required to travel within the Municipalities up to 50% of the time, requiring rough road travel, hiking and a willingness to stay in remote villages overnight. There is also regular travel to the Dili CO.
