SUBJECT: Solicitation for a Cooperating Country National Personal Service Contractor (CCNPSC) for the Position Of Budget Analyst, FSN-8 – Executive Office, USAID/Timor-Leste Under Local Compensation Plan.

The United States Government, represented by the U.S. Agency for International Development (USAID), is seeking offers from qualified persons to provide personal services under contract as described in this solicitation.

Offers must be in accordance with Attachment 1, Sections I through VI of this solicitation. Incomplete or unsigned offers will not be considered. Offerors should retain copies of all offer materials for their records.

This solicitation in no way obligates USAID to award a CCNPSC contract, nor does it commit USAID to pay any cost incurred in the preparation and submission of the offers.

In accordance with AIDAR Appendix J and the Local Compensation Plan of
USAID/Timor-Leste. Salary to be paid within this grade will depend on experience, qualifications, and salary history. If the successful applicant does not meet the full requirements of the position; the position will be filled below the full performance grade at a trainee level.

6. PERIOD OF PERFORMANCE: To start as soon as possible for a period of five years from the date of award.
7. PLACE OF PERFORMANCE: Dili, Timor-Leste with possible domestic and international travels.

9. STATEMENT OF DUTIES

1. BASIC FUNCTION OF POSITION

This position is located within the Executive Office of USAID/Timor-Leste. Under the direct supervision of the Deputy Executive Officer (D/EXO-CCN), the incumbent serves as the budget expert of USAID/Timor-Leste. Responsibilities include annual budget preparation, formulation for Operating Expense (OE), obligation and expense tracking, accruals, 1311 analysis of OE, and work with the Program Budget Analyst for Mega MAARD (MM) for program support budget. The job holder is required to perform work-related travel

1. MAJOR DUTIES AND RESPONSIBILITIES

Annual Budget 50%
Under the direct supervision of the D/EXO (CCN) and guidance from the Supervisory EXO, incumbent participates in the formulation and preparation of Operating Expense (OE) and Program support budgets for the USAID appropriated accounts. Develops forecasting criteria and analyzes expected staffing level changes, procurement requirements and cost/expenditure trends for the preparation and submission of the annual OE budget to the Regional Office of Financial Management in USAID RDMA/Thailand. Provides guidance and interpretation on appropriate funding source for administrative expenses. Monitors obligations and expenditures daily using Phoenix Viewer and develops excel spreadsheet tracking tool to assure compliance with legal and regulatory provisions and limitations and prepare periodic reports for review by Mission management. Alerts Mission management to problems, trends, needed changes and determines if budget allowance levels are sufficient or excessive.

Disbursement 25%

Examines, analyzes and processes for payment claims against contracts, purchase orders, miscellaneous obligation documents (MOD), travel authorizations, SF-1190, etc. Makes independent judgment as to the validity of the voucher claim presented for payment. Ensures that all claims and payments conform with the provisions set forth in the obligation or commitment documents and comply with U.S. Government standard regulations. Rejects incomplete or invalid voucher claims and returns the documents to vendor. All vouchers to be processed and paid according to the USG Prompt Payment Act. Checks for funds availability in Phoenix and combines with a manual tracking sheet using Microsoft Excel software, captures the required funding information in the voucher prior to manually processing and sending the voucher to the Regional Office of Financial Management in RDMA/Thailand.

Accruals and 1311 Analysis 15%
Performs the quarterly accruals and the 1311 analysis of OE, and will be primary person in the Mission that takes accountability on accruals for OE and Program support funds include ensuring that accruals developed by the Contracting Officer Representatives (CORs) are realistic and that the process is properly documented.

Travel Budget Plan and Other Duties Assigned 10%
Prepares budget calculation for Open Authorization, training, conference, workshop, and entitlement travel for all Mission staff and individuals or groups outside USAID/Timor-Leste on USG funded activities.


1. POSITION ELEMENTS

a) Supervision Received: The CCNPSC works under the direct supervision of the Deputy Executive Officer (CCN).
b) Supervision Exercised: non-supervisory position.

  1. Guidelines: USAID Automated Directives System (ADS), Foreign Affairs Manual (FAM), Foreign Affairs Handbook (FAH), Federal Acquisition Regulations (FAR), A.I.D. Acquisition Regulations (AIDAR); U.S. Department of State Standardized Regulations (DSSR), Federal Travel Regulations (FTR), and instructions of guidance of Regional Office of Financial Management. The D/EXO and S/EXO will provide additional guidance, as/when appropriate.
  2. Exercise of Judgment: Considerable independence and exercise of judgment is required for solving day to day finance and budget problems in a manner to effectively monitor the Operating Expense activities of the Mission.
  3. Nature, Level, Purpose of Contacts: Incumbent has frequent direct contact with senior officials in USAID, U.S. Embassy, and International and Private Institutions for the purpose of discussions concerning USAID policies, procedures, and OE implementation. The incumbent also has frequent contacts with Regional Office of Financial Management personnel in the review and follow-up of budget and other financial issues.
  4. Physical Demands/Work Environment: This is primarily a sedentary position and poses few physical demands. The incumbent may be required to visit activities outside Dili.
  5. Authority to Make Commitments: The incumbent has no authority to make commitments, however, within the scope of the assignment and within the parameters agreed to by the D/EXO or S/EXO, performs a variety of decisions associated with finance and budget.
  6. Other Requirements: The incumbent must be able to obtain a U.S. Government medical clearance and Employment Authorization or facilities access clearance.

10. AREA OF CONSIDERATION: Open to Cooperating Country Nationals (Local Nationals) only.

1) Applicant is a Cooperating Country Nationals (Local Nationals).

II. MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION
To be considered for the position, a candidate must meet the Minimum Qualifications listed below.

A. Education
Minimum of College/University study in Accounting, Finance, Business Administration, Management, or equivalent/relevant field in sciences is required

B. Prior Work Experience:
Minimum of three (3) years progressively responsible experience in accounting, budgeting, finance, voucher examination, or bookkeeping and cash operations is required. At least one (1) year of experience in a U.S. Government Agency and/or other international organization or donor or medium/large private sector is required.

C. Knowledge, Skills, and Abilities:
Complete familiarity with U.S. Government accounting principles, concepts, procedural, contracting regulations and reporting requirements. A thorough knowledge of applicable sections of the Foreign Affairs Manual, Federal Travel Regulations, and ADS, and related payroll regulations.

Demonstrated analytical and decision-making abilities and skills. Ability to manage people, solve complex accounting and procedural problems. Strong operating skills with Microsoft Office Suite applications and related business software is required. Must have the ability to manage budgets. Must be detail oriented, work well under time pressures and can handle multiple projects and tasks simultaneously.

III. EVALUATION AND SELECTION FACTORS
Applications that do not meet the required minimum qualifications will not be scored. Candidates meeting the above required qualifications for the position will be evaluated based on information presented in the application. USAID reserves the right to conduct written examinations and interviews with the top ranked short-listed candidates. If the interview is conducted, it will be one of the determining factors in the final selection.

Candidates will be evaluated and ranked based on the following selection criteria:

A. Education: Pass/Fail
B. English Language Proficiency: Pass if the minimum score is 60 and fail if below.
C. Budget Analyst Examination: Pass if the minimum score is 75 and fail if below.
D. Prior Work Experience (20): Minimum of three (3) years progressively responsible experience in accounting, budgeting, finance, voucher examination, or bookkeeping and cash operations is required. At least one (1) year of experience in a U.S. Government Agency and/or other international organization or donor or medium/large private sector is required.
E. Job knowledge (40): Broad understanding of the budgeting principles, disbursement, and accruals.
F. Skills, and Abilities (40): Must be self-motivated, able to learn quickly, and work with a minimum of immediate supervision. Demonstrated analytical and decision-making abilities and skills. Ability to solve complex accounting and procedural problems. Strong operating skills with Microsoft Office Suite applications and related business software is required. Must have the ability to manage budgets. Must be detail oriented, work well under time pressures and can handle multiple tasks simultaneously.

Total Application Rating: 100 points

Total Possible Points: 200 points if the interview is conducted.

USAID/Timor-Leste will not pay for any expenses associated with the interviews and writing test. Reference checks will be conducted for the finalists. VI. ADMINISTRATIVE REQUIREMENTS AND LOGISTICAL SUPPORT

As a matter of policy, and as appropriate, a PSC is normally authorized the following benefits and allowances:

Deductions for Timor-Leste income tax are not made by the U.S. Mission and a declaration of earned income is not provided to the local government. CCN employees are responsible for filing and paying income taxes.
