Consultant for CRS/TIMOR LESTE's PROMOTE
1. PURPOSE
The purpose of this Scope of Work is to describe the conditions and responsibilities of a consultant for CRS/TIMOR LESTE to support the CRS Timor Leste – PROMOTE Project that includes developing faith-based toolkits for the church leaders, on literature review, conduct a consultation workshop and finalize the faith-based toolkits for the church leader that’s will be using in 4 municipalities such as Liquisa, Ermera, Baucau and Viqueque.
2. BACKGROUND
CRS/ Timor Leste is the overseas relief and development agency of the United States Conference of Catholic Bishops and started program support Timor Leste since 1979. Although CRS/TIMOR LESTE’s national office is based in the capital of Timor Leste - Dili, CRS also have a sub-office in Baucau municipality. Since then, CRS has been implementing programs in sectors as diverse as health, emergency response, food security, and agriculture.
Health programming is a priority sector of intervention for CRS/TIMOR LESTE in Baucau, Viqueque, Liquisa and Ermera , with a portfolio including Global Fund TB Project , with the overall goal to achieve a rapid decline in incidence, mortality and morbidity due to TB while moving on path of ending TB to achieve reduction in the incidence of TB (all forms) by 50% by 2025 and 90% by 2035.
CRS supporting MOH priorities in engaging faith-based organizations (FBO)/ churches in the TB response planning and implementation. This advocacy activity is essential as Timor-Leste is a catholic nation, and it is expected that awareness on TB in addressing stigma and discrimination would increase by sensitising the church leaders, who would in return become advocates for TB. CRS would undertake assessment through focus groups discussions with key affected population and with church leader to mobilize the Catholic Church to support the national TB Strategy. Results from the assessment will inform the development of a Church Mobilization Strategy and the Diocesan package including, the Parish Response Plan and the Faith Leader Toolkit to contribute to an enabling environment and raising awareness as outlined in the National TB program Strategy. Catholic school network is expected to be sensitised on TB through advocacy initiative of CRS.

3. OBJECTIVES OF CONSULTANCY FOR CRS TIMOR LESTE PROMOTE PROJECT
The objective of the consultancy for the development of faith-based toolkit for the church leaders are:
- Church leaders share and model attitudes and behaviours that reduce the barriers to TB detection, treatment and eventual elimination.
- The general population of parishioners share and model attitudes and behaviours that reduce barriers to TB detection, treatment and eventual elimination.
- Youth participating in church youth groups share and model attitudes and behaviours that reduce barriers to TB detection, treatment and eventual elimination
The consultant is responsible for developing faith-based toolkit for the church leaders, for CRS Timor Leste PROMOTE PROJECT that will contribute to achieving planned results. The consultant will collaborate with CRS/TIMOR LESTE to agree upon the key activities to be implemented and the structure of the report of the support given to the PROMOTE PROJECT team as outlined below:
Initial Planning (2 days)
- Initial meetings to review Terms of Reference and expected outputs and development of Workplan
- Review key project documents and develop necessary facilitation guides and other tools
- Lead the PROMOTE project team and task force using the step by step of development toolkit
- Plan and working with PROMOTE project team on developing faith-based toolkist and curriculum for the church leaders at appropriate time
- Meet with CRS Country Manager and Baucau head of office to review technical roles & responsibilities
- In collaboration with the PROMOTE team, facilitate the consultation sessions to be held with the project’s implementing partner, National TB program department and collaborating partners
- Finalize the toolkit based on the recommendation and suggestion provide during the consutation workshop
- Develop an action plan with clear roles and responsibilities to finalize the faith based toolkit and teaching curriculum
5. SUPPORT FROM CRS
The consultant will be provided the following support from CRS:
- Timely feedback on implementation strategy, and on draft and final outputs.
- Logistics support, including transportation, office supplies, and printing/reproduction of draft and final faith-based toolkit.
- Current data collection, monitoring and evaluation tools used in concerned to PROMOTE projects.
- TB – PROMOTE PROJECT KII and FGDS conducted in the project’s
- Support to arrange meetings with key project implementing partners; and
- Access to existing related documents.
The consultant will be expected to provide the following deliverables:
- Proposed work plan, which includes key activities, milestones, and expected dates for deliverables.
- Faith based toolkit draft presenting to the task force and NTP
- Completed ‘activity tracking sheet” outlining clear roles, responsibilities for each PROMOTE staff and timeline to finalize all Afya SMILER documents established.
- Completed fait-based toolkit and teaching curriculum that’s in line with National strategy program and Diocese’s planning
- Final faith-based toolkit for PROMOTE project
- Debrief report with senior management country program, followed by a field test with key observations and recommendations for the project team.
The consultant will report to TB Project Coordinator in close collaboration with Country Manager, Baucau head of office, CRS Head of Programs quality, MEAL Manager, PROMOTE team members and others key operations team. The consultant will collaborate closely with relevant programming and MEAL Staff in Dili office
8. Estimate of Days:
- Initial meeting to review Terms of Reference and expected outputs and development of Workplan and M&E templates: 2 days
- Development of faith-based toolkit: 5 days
- Consultation workshop and finalize the materials: 5 days
- Conduct one day for field testing activities and revision/Finalization of the faith-based toolkit and consultancy Report: 2 days
