SUMMARY OF POSITION RESPONSIBILITIES

 

The Communications Officer is responsible for communications support to the Foundation’s Nabilan program under the supervision of the Team Leader. They will ensure that the communications strategy and plans are followed to capture and adapt to the operating context of The Foundation and its growing local audience. They will provide advice and support to the program team on the appropriate communication channels and materials to best reach the target audience. They will be responsible for ensuring that all communication products comply with protocols for approval and the branding and visibility requirements of the Foundation and its donor partners. The Communications Officer will regularly coordinate and consult with the Foundation’s program team, the Australian Embassy, civil society partners, and other relevant stakeholders as required. They will also be responsible for monitoring and checking for the effectiveness of the communication products developed.

This position requires a high proficiency in English (verbal and written), English-Tetum translation skills, and the ability to write interesting posts. Strong photography skills are a must. Previous experience in basic film editing and shooting is desirable. The Communications Officer should exhibit respectful ways of working and be a team player who can work with multiple teams with varying communications objectives. The successful applicant should also be self-motivated, able to work independently, and manage multiple tasks within the prescribed deadlines. A strong inclination towards the use of emerging communications technologies will be an advantage.

RELATIONSHIPS

Internal

Daily interaction with the Nabilan program team. As needed, interaction with the Country Representative and Deputy Country Representative. 

 

External

Regular communication the donor (the Australian Embassy), Ministry of Social Solidarity and Inclusion (MSSI), Secretary of State for Equality and Inclusion (SEII), implementing partners/grantees, and other stakeholders. As needed, engagement with members of the media, local and international NGO partners.

 

 

REQUIREMENTS

Experience

  • Minimum of four years of demonstrated experience in the field of communications, advocacy, or campaigns
  • Development and implementation of communications strategies and protocols
  • Engagement with mainstream media and/or social media influencers
  • Demonstrated experience in the design and/or production of communications and advocacy materials
  • Has been involved in the monitoring and assessment of communication plans and strategy
  • Work experience in development assistance, preferably with an international development organization or donor agency, is desirable

Skills

  • High level verbal and written communication skills (Tetum and English), including Tetum editing skills; familiarity with INL standard Tetum will be an advantage
  • Strong photography skills
  • Excellent analytical and problem-solving skills, with the ability to get the job done on time
  • Strong interpersonal and communications skills including a diplomatic approach when working in a diverse team environment
  • A strong eye for detail
  • Design and layout skills, including familiarity with MS Office, InDesign, Illustrator, Photoshop, and/or other design software or apps used for publications, and/or audio-visual products

Other

  • Creativity and innovation - the ability to contribute new and innovative ideas in the development of communications materials and collaterals, and overall approach to communications
  • Self-motivated with a strong track record of working with minimal supervision
  • Willingness and openness to learning, and flexibility to adjust to evolving demands and priorities
  • Knowledge of the programs and operations of The Asia Foundation, and international development agencies, will be an advantage
  • Believes in and promotes the values of gender equality, social inclusion, and diversity

Education

  • Bachelor’s degree in a relevant field, preferably in communications.

 

JOB FUNCTIONS

 

These include but are not limited to the following:

1.     Enhance the communications strategy of the Nabilan team, which will include regular updating of the communications plan, calendars, and protocols to raise the profile of the Nabilan program and its donor partners, and monitoring and evaluating the effectiveness of the strategies and plans, i.e., reaching its target audience, conveying the right message, use of appropriate medium and technology, etc.;

2.     Assist program staff to draft and share social media posts, or press releases for mainstream media channels and ensure these comply with TAF and donor partners’ branding requirements;

3.     Organize and manage the design and production of communications collaterals including but not limited to invitations, banners, leaflets, factsheets, newsletters, short videos, social media content, and other materials as requested;

4.     Keeping updated and well-informed on the branding and style guide of the Foundation and its donor partners, and ensure this information is complied with;

5.     Work with the Foundation’s global communications team in San Francisco to ensure all publications are uploaded to the Foundation’s website promptly and that all pages relating to Timor-Leste are up to date;

6.     Monitor the coverage and reach of the Foundation’s communications work in Timor-Leste;

7.     Outsource, procure, and supervise communications consultants, as needed;

8.     Review Tetum language documents and translations for clarity, accuracy, spelling/grammar, and tone to suit different audiences.

9.     Maintain up-to-date contact lists for media, consultants, and other development communication stakeholders;
