Background:
TOMAK
To’os Ba Moris Diak Program (TOMAK) is a A$25 million, 5 plus 5 year agricultural livelihoods program funded by the Australian Government in Timor-Leste. Its goal is to ensure rural households live more prosperous and sustainable lives. TOMAK will achieve this through parallel and linked interventions that aim to:
Component 2 (Market System Development) promotes the development of commercial agriculture following a market system development (MSD) approach, focussing on selected higher-potential value chains. Initial crops being targeted include mung beans, peanuts, red rice and shallot/ onions. SBCC approaches are also being applied under Component 2 to promote profit-seeking and self-advancement behaviours.
Gender is embedded in the planning, implementation and monitoring of activities across the Program, promoting gender equality and women’s economic empowerment (WEE).
The primary target area for Phase 1 covers inland mid-altitude suku (villages) with reasonable agricultural potential, located in Baucau, Viqueque and Bobonaro municipalities.
The Assignment
TOMAK is seeking an M&E Consultant to cover the TOMAK GESI and M&E Specialist’s six-month maternity leave period. The M&E Consultant will have key responsibility for the delivery of monitoring and evaluation activities for the TOMAK program, including under both Components 1 and 2 and cross-cutting gender work. The Consultant will manage the implementation of the Monitoring and Results Measurement (MRM) workplan, including direct inputs for key monitoring and assessment tasks as well as management of inputs provided by the national M&E Manager and the M&E Analyst.
As TOMAK begins an extension period, there will be a significant focus on small studies that trial new programming ideas. Furthermore, as TOMAK undergoes a redesign process for TOMAK Phase 2, the program’s M&E system will need to be adapted accordingly. The M&E Consultant, in close consultation with the M&E team, will help to guide this process. All M&E work will require close consultation and coordination with the TOMAK Team Leader, technical and regional teams, and the TOMAK Communications Specialist.

- Build capacity so these communities can confidently and ably engage in profitable agricultural markets.

Overview of Assignment
Assignment responsibilities and timeline:
- A maximum of 10 days per month between July 2021 and January 2022.
- Manage the implementation of the MRM extension workplan;
- Support and mentor the M&E Manager and M&E Analyst;
- Lead the design of research methodologies for specific assessments / studies, including the development of quantitative and qualitative tools;
- Provide inputs into key program reports, particularly small study reports and the Annual Progress Report to DFAT;
- Lead the update to the TOMAK M&E system in accordance with the Phase 2 design and support the socialisation of the revised system with the broader TOMAK team.
- Engage closely with the DFAT M&E lead, including participation in the M&E Community of Practice meetings;
- Manage short-term personnel for key M&E assignments.
- Over 5 years’ experience in designing and implementing monitoring and evaluation plans and activities, ideally in Timor-Leste
- Demonstrated technical M&E capacity, including experience in the design of research methodologies, tools and development of high-quality written M&E output
- Demonstrated commitment to gender equality principles
- Experience in capacity building, including training and on the job mentoring of national staff, strong leadership and team management skills
- Excellent communication skills, analytical and report writing skills, including demonstrated proficiency in writing reports in English
- Exceptional interpersonal and cross-cultural skills and ability to develop highly productive relationships with the M&E team
- Post-graduate qualifications in international development, agriculture, rural/development economics or similar
- Experience in Timor-Leste and language abilities in Tetum would be an advantage
