Opportunity


The Health System Sustainability Activity in Timor-Leste is part of the global Local Health System Sustainability task order that works to strengthen health systems as a means to achieve universal health coverage and improve population health and well-being. Interventions will focus on reducing financial barriers, holding health services accountable for meeting all clients’ needs and making sure that the care patients receive meets minimum standards. The Health System Sustainability Activity will support the Government of Timor-Leste to effectively and sustainably govern, finance, and deliver quality and affordable essential health services while being responsive and accountable to users and an engaged civil society. The activity’s objectives are to strengthen health sector governance, strengthen health sector workforce management, improve healthy behaviors, and improve health advocacy and civic engagement for health system strengthening.

Key Responsibilities


The Data Specialist will contribute to cross-cutting technical activities working in collaboration with technical leads. The Specialist is also responsible for managing all databases developed under the project, monitoring data collection, cleaning, and reporting, and designing graphic visualizations to show project results. Specific tasks include:
  • Contribute to cross-cutting technical activities to support the activity objectives
  • Participate in the collection of baseline M&E data and ongoing M&E data analysis according to the project M&E plan
  • Implement systems for data collection, maintenance, and storage to track project’s performance against its targets
  • Support the interpretation of M&E findings for activity planning, decision-making, course correction and communication of successes
  • Build capacity of activity-supported health facilities by providing technical assistance to map, record and report high quality data at national level and/or selected municipalities.
  • Assess information technology systems at selected health facilities and propose improvement actions to meet requirements for service provision (e.g., Maternal and Child Health program including family planning, ANC, Nutrition, Immunization) and reimbursement through SHI fund
  • Participate in follow-up and supportive supervision activities related to Information Technology at health facilities
  • Participate in data collections processes including quantitative and qualitative research.
  • Routinely review data to ensure accuracy and completeness
Skills/Knowledge Required
  • Minimum of a Bachelor’s Degree (Master’s Degree preferred) in a relevant discipline–IT, computer science, data analysis, knowledge/information services, monitoring and evaluation, or related field
  • 2-4 years of work experience in data collection, database management, data analysis, and/or monitoring and evaluation
  • Minimum one year of experience in international development, public health, working with data collected as part of routine health service delivery programs
  • Experience with USAID projects preferred
  • Experience in dealing with government institutions is desirable
  • Demonstrated expertise in both quantitative and qualitative research methods
  • Experience in conducting statistical analysis
  • Knowledge of a statistical software packages desirable
  • Experience in developing tools by using cloud-based platforms
  • Tetun fluency and technical knowledge of English
