Job Title: Project Assistant (MEAL)

Country/Location: Baucau, Timor-Leste

Job Summary:
The primary function of the Project Assistant for Monitoring, Evaluation, Accountability and Learning (MEAL) is to support the MEAL Project Officer and MEAL Program Manager in implementing a strong MEAL system for the project. A strong MEAL system ensures high-quality programming through systematic data collection and management, incorporation of beneficiary accountability measures, and the documentation and sharing of learning.

Working closely with the MEAL PO, MEAL PM, and the entire project team, the MEAL Project Assistant will contribute to the design and implementation of the project MEAL system in accordance to CRS MEAL Policies and Procedures. The MEAL Project Assistant will be responsible for helping organize data collection activities, and conducting data entry, verification, storage and management. The MEAL Project Assistant also helps in preparing project reports that are prepared and shared with partners, donors, and other stakeholders.

This position will be based in Baucau but will require traveling regularly to other districts in Timor-Leste.

Specific Responsibilities:
  • Supports the timely collection of high-quality data that the project needs to monitor progress.
  • Supports the organization and implementation of data collection activities such as surveys, focus group discussions, and key informant interviews.
  • Supports the organization and conduct of MEAL training workshops, meetings, and other related events.
  • Enters data into relevant project databases and ensures that data is properly and continuously updated, organized, stored, and protected. Also ensures that physical data is organized, stored, and protected in the CRS office.
  • Assists in the preparation of reports and learning products such as indicator performance tracking tables (IPTT) and success or impact stories.
  • Assists in communicating key project information with project participants, partners, donors and other stakeholders.
  • Continuously helps address issues found in the project MEAL System and contributes to its improvement.
  • Supports the capacity building of CRS staff and partner staff in MEAL
  • Supports the implementation of the project feedback and response mechanism.
Typical Background, Experience & Requirements:
  • Education and Experience
  • University or institute degree in social sciences, statistics, econometrics, management, rural development or other related degree.
  • Minimum 2 years of progressive experience in supporting the implementation of MEAL systems for projects in community-based development and/or emergency response projects.
  • Understanding of monitoring, evaluation, accountability, and learning and their role in program management
  • Experience in conducting surveys, facilitating focus group discussions and interviews, and other quantitative and qualitative data collection methods.
  • Experience in organizing and conducting workshops.
  • Experience in conducting or supporting capacity building activities for staff such as trainings, orientations, or workshops.
  • Detail-oriented, highly-organized, and has the ability to work effectively under tight deadlines.
  • Flexibility to work both in a team and independently
  • Good communication skills, including strong spoken and written English.
  • Proficiency in Microsoft Office suite, including Outlook, Word, Excel, and Power Point, is required.
  • Ability to travel 60% of time to field locations
  • Experience working in collaboration with government counterparts, donors, the Church, NGOs, and community-based organizations.
