INTRODUCTION:

CARE is an international development and humanitarian aid organization fighting global poverty, with a special focus on working with women and girls to bring lasting change to their communities. CARE’s long term program will focus on women and girls in rural disadvantaged areas with four priority areas: SRM Health and Rights, Women’s Economic Empowerment, Women’s Voice and Education.

Position summary:

SFO is responsible for supervising Finance Officers to ensure the program financial management is done properly in meeting the deadlines and project requirements in compliance with CARE, donor and local rules and regulations. SFO also provides support in completing country office accounting such as monthly and annually closeout procedures, general accounting and internal controls.

Specific duties and responsibilities:
A. Program Financial Management
  • Ensure the Project Accounting is done properly and in timely in compliance with CARE, donor, and local rules and regulations:
  • Budget proposal: support DFM and program staff and DFM in developing new budget
  • Contract Management: Filling contract files (IPIA, approved budget etc), Project receivable, budget amendments, Chart of Account (CoA) request and addition
  • Reporting and Forecasting: Collate, analyze and report on actual and planned monthly project expenditure, interpret and communicate with relevant managers, advise of variances against budget, and make recommendations for correction action
  • Project closeout: Grant reconciliation, ICR, Acquittal report, Asset disposal plan, archiving of project files
  • Coordinate and support the internal, external, and donor audit process. Follow up on all audit findings and recommendation with relevant staff and alert DFM of any potential issues;
  • Partnership Financial Management – selection process, capacity assessment, Financial Reporting, risk management
  • Understand any issue in project financial report and able to respond to the donor if required and handle the project in Finance Officer’s absence
  • Provide assistance to the DFM in scheduling the BvA (budget versus Actual) meetings and provide technical advice to the program team
B. Compliance and Internal Controls
  • Understanding and applying CARE and donors’ policy and procedures;
  • Have a good working knowledge of COFM (Country Office Finance Manual) and CITL and donors’ policies and procedures;
  • Ensure adherence to CARE finance and donors’ related policies and procedures within the scope of this position including assisting staff and partners in finance-related capacity strengthening; and
  • Promptly inform the DFM of any areas of concern of potential or suspected violations of policies and procedures involving CARE staff or its partners and involved in the investigation team for fraud case if required
  • Ensure accounting procedures and policies are being adhered to; that internal controls exist to reduce financial risk and that CARE’s financial management information system is properly maintained and fully operational;
C. Team Supervision
  • Supervise and provide guidance to finance officer in performing his/her assigned finance-related tasks;
  • Support a culture of constant learning by playing an active role in capacity building, coaching, and mentoring the team; and
  • Coordinate the team to ensure that performance indicators are developed, monitored, and achieved.
D. Country Office Accounting
  • Provide support to the regular finance operation such as book closure, payroll process, review FINSUN and journal as well as the preparation of country office budgeting and reporting
E. General Finance tasks
  • Provide effective backup when Deputy Finance Manager absen
  • Involve in SUN implementation including providing SUN training for new staff and work together with Finance CARE Australia and IT for issues on SUN.
  • Promote a safe and secure work environment; foster a culture of safety and security awareness and ensure a consistent application of, and compliance with, CARE safety and security policies and procedures
  • Demonstrate understanding of gender equality and women’s empowerment and a commitment to CARE’s approach and values including ethnic diversity and cultural sensitivity
  • Uphold and promote CARE’s commitment to Child Protection
  • Conducted yearly fraud training to all CITL staff member
OTHER RESPONSIBILITIES:
  • Promote a safe and secure work environment; foster a culture of safety and security awareness and consistently follow all CARE safety and security policies, procedures and directives.
  • Demonstrate understanding of gender equality and women’s empowerment and a commitment to CITL’s approach and values including ethnic diversity and cultural sensitivity.
  • Uphold and promote CITL commitment to Child Protection.
  • Working closely with Base Administration and other support units such as Administration, Safety & Security, Supply Chain, and IT.
  • Any other relevant task as assigned by the supervisor.
Experiences Qualification:
  • Bachelor degree in any business-related course (preferably accounting)
  • Experience at least five years in supervisor accounting level, preferred in International NGO
  • Experiences in handling project reports from various donors (European Commission, AUSAID, USAID etc) will be an advantage.
  • Good written and verbal skills in the English language
  • Knowledge in computers (Windows, spreadsheets, etc.). Experience in working with the computerized accounting system, standard spreadsheet, and database programs such as Scala or Sun System.
  • Has managerial, leadership skills, and details oriented
  • Ability to work in fast-paced and stressful environmental
  • willing to have a regular field visit.
