Organization Background

The Adventist Development and Relief Agency (ADRA) is a global humanitarian organization with a vision to serve humanity so that all may live as God intended – free from poverty and disadvantage. ADRA Timor-Leste belongs to the worldwide ADRA network, comprised of over 120 country offices, and has developed its expertise specifically in WASH, nutrition, agriculture, sustainable livelihoods, value chain development, saving and loan program, and humanitarian response.  ADRA is experienced in integrated rural development programming and management. ADRA Timor-Leste has a national office in Dili and one field office located in Viqueque.  ADRA Timor-Leste was established in 2010 holding registration in Timor-Leste with the Ministry of Justice and has developed strong working relationships with national level government and local authorities.

About HAHAN Project

Hamutuk Hadiak Nutrisaun Familia (HAHAN) Project is a project implemented by ADRA Timor-Leste since 2019 to support the development of marketable food production for farming households in 7 sucos in Viqueque Municipality. The project’s goal is to improve wellbeing and resilience for agriculture-based communities in Viqueque Municipality.

This project uses market-oriented approach focusing on household-level income-generating activities. The farmers are trained in basic value chain research and analysis to be able to make an informed decision on their production in kitchen garden and/or chicken production. Those interested in marketing their products will be guided in analysing market demand and choosing appropriate and profitable products to grow.

ADRA Timor-Leste intends to expand the project location to Los Palos Municipality in late 2021 onwards.

Scope of Work

The Consultant shall be responsible for the following main outputs/deliverables under this engagement:

  • Carry out a value chain mapping and analysis of the selected horticulture value chains in Viqueque and Los Palos Municipality. Namely, identify value chain stages, map sector actors and supporting institutions, and relationships between actors. Identify activities that include the participation of female, people living with disabilities and other otherwise marginalised people.
  • Identify major areas of production, growth potential and competitiveness of the selected horticulture value chains in Los Palos Municipality.
  • Identify and examine constraints and opportunities within the selected value chains, particularly elements of the value chain that could or should be strengthened in order to develop strong linkages between farmers and market actors.
  • Facilitate and lead the selected farmers to be involved and learned from the value chain mapping and analysis.
  • Based on the value chain analysis, provide recommendations, indicating specific activities and relevant institutions:
    • Capacity-building requirements of the beneficiaries/groups (e.g. production, marketing, agri-business and entrepreneurship)
    • Best practices to support farmers and value chain actors.
    • Linkages with other value chain development partners and actors in both municipalities for synergies and complementarities

Requirements
  • Experience in value chain analysis and agriculture sector development.
  • Highly preferred if the consultant/s are already in Timor-Leste.
  • Has strong knowledge in data collection, consolidation, analysis and report writing.
  • In-depth knowledge of Timor-Leste.
  • Have strong written and oral communication, and interpersonal skills in English and either Tetum or Bahasa Indonesia.
  • Able to comply with ADRA TL procedures, guidelines and policies.
Application Process
ADRA Timor-Leste invites qualified individual and group consultant(s) who meet the above requirements to submit an expression of interest, which should include the following:
§ A suitability statement, including commitment of availability for the entire period of the assignment.
§ A narrative proposal which should include the following information (at a minimum):
o Technical proposal with clear methodology including types of data collection tools and analysis.
o CV of key consultant(s) attached to the technical proposal clearly showing the qualification and experience of the consultant and his/her team.
o Proposed budget.
o Proposed timeline.
o Contacts of three reachable organizations recently worked with.

The consultant(s) will be expected to abide by ADRA’s Child Protection Code of Conduct and Preventing Sexual Exploitation, Abuse and Harassment policies and will undergo Criminal History Check and reference checks.
