The Australia Timor-Leste Partnership for Human Development (PHD) supports the Government of Timor-Leste’s Strategic Development Plan 2011-2030 and reflects Australia’s commitment to work in partnership with Timor-Leste to invest in improved wellbeing for Timor-Leste’s people. PHD aims to deliver lasting impact on the program goal: ‘people in Timor-Leste are healthier, better-educated and better able to contribute to Timor-Leste’s development’. Through PHD, Australia supports the Timor-Leste government to deliver higher quality and inclusive services in primary health, basic education and social protection.
Abt Associates Australia is the implementation partner for PHD, contracted since May 2016, with a five-year extension expected to begin in May 2021 that will continue to May 2026.
The Opportunity
The Partnership Adviser, MoH will support the Partnership Department (under the National Cabinet for Policy, Planning and Cooperation) at MoH in finalising the Partnership Manual and facilitate its’ implementation at selected municipalities, as well as facilitating inter-ministerial coordination. Proper health sector partnership coordination will support MoH efforts to implement the national health priorities through the effective use of internal and external resources available to the sector. The Opportunity

Under the leadership pf the National Cabinet of Policy, Planning and Cooperation of Health (CPPCS), The Partnership Adviser, MoH will be responsible for:
- Review and finalize the Partnership Manual for MoH’s approval.
- Develop relevant tools and mechanism for coordination.
- Train and mentor relevant MoH’s officials on the tools and mechanisms for partnership and inter-sectoral coordination.
- Support coordination with relevant partners to develop and finalise the guidelines for policy and partnership management.
- Support the development of platform for Inter-Ministerial coordination.
- We are seeking an individual who will bring:
- Strong in coordination and management skills
- Experience in development of manual, standard operating procedures, templates, and tools
- Strong attention to detail, time management skills, and demonstrated proactiveness
- Excellent interpersonal skills with ability to work with a diverse range of staff and stakeholders in a cross-cultural context
- Must be willing to work closely with local staff to help build individual and team capacity within MoH;
- Strong written and spoken communications skills in English, good communication skills in Portuguese and/or Tetum are desirable. (Candidates without knowledge of Tetum, Portuguese, or Indonesia languages should be willing to attain basic competency in at least one of these languages).
