SUMMARY OF POSITION RESPONSIBILITIES
The Asia Foundation (the Foundation) has a long history of working in policy reform, economic growth, and tourism development. It works in an inclusive and participatory manner towards developing holistic and sustainable solutions. The Tourism Development Program aims at improving economic and social opportunities for Timorese households through increased engagement in the growing tourism sector, including job creation and increased income generation.

The Asia Foundation is recruiting a local Municipal Officer (MO) to provide technical and local support for activities in Maubisse-Aileu Region while mainstreaming gender equality and social inclusion (GESI) strategies throughout these program components, activities, and outcomes. The MO will work closely with the Program Officer assigned to activities in the Maubisse-Aileu Region and will work closely with the monitoring and evaluation (M&E) and GESI the main point person responsible for overall monitoring and evaluation, while also monitoring all program components and activities to assess GESI impact through tourism.

RELATIONSHIPS

Internal
The Municipality Officer will work closely with Program Officers, M&E and GESI Coordinator and the Team Leader as well as other Foundation program managers to coordinate and help ensure that all project activities relating to gender equality and social inclusion occur in a coordinated and inclusive manner.

External
The Municipality Officer will coordinate regional activities working closely with implementing partners in the Maubisse-Aileu Region and engage district government authorities, private sector, and civil society in Maubisse-Aileu.

POSITION ACCOUNTABILITIES

  • Provide technical and local support for activities in Maubisse-Aileu Region;
  • Support and coordination with local leaders, WARDA (tourism working group in Maubisse), and MTCI Focal Point in either Maubisse and Aileu;
  • Work closely with Program Officer (PO) and SPO (Senior Program Officer) on assisting and conducting any data collection process and coordination in Maubisse and Aileu;
  • Work closely with M&E and GESI Officer in ensuring GESI strategies are implemented during destination development of Aileu and Maubisse;
  • Monitor GESI impacts from program activities in Maubisse-Aileu. Coordinate regional activities working closely with implementing partners in the target destination;
  • Conduct ongoing assessment of tourism supply and demand, while supporting local small business owners in tour package development;
  • Assist with the development of food and coffee tourism in destination region including organizing training;
  • Engage district government authorities, private sector, and civil society in Maubisse-Aileu in support of program activities;
  • Participate in Foundation-led initiatives as assigned;
  • Undertake other duties as assigned.

REQUIREMENTS

Education

A Bachelor’s degree in public administration, economics, management, political science, or related subject from an accredited university.

Experience and Skills

  • A minimum of four years working in the areas of economic development, tourism, community-driven development, gender equality, and social inclusion, or monitoring and evaluation;
  • High capacity to work effectively with minimal supervision;
  • Demonstrated work experience and knowledge in working with district officials and civil society organizations, private sector actors from within the tourist economy, and municipality-level community-based tourism entities
  • Experience in facilitating, coordinating, and communicating effectively between organizations and individuals;
  • Familiarity with grants management, either as grantee or grantor;
  • Ability to work closely and cooperatively with both government and civil society organizations;
  • Excellent verbal and writing communication skills in English and Tetum;
  • Culturally sensitive interpersonal skills, strong organizational abilities, and computer literacy (including Microsoft Word and Excel);
  • Excellent analytical and presentational skills;
  • Demonstrated commitment to Timor-Leste’s development.

Preferred

  • Professional experience working with a private sector company, government ministry, or international NGO is preferred, ideally in management of either tourism or economic development project funded by an international donor;
  • Strong interest and background in tourism development, private sector development, community driven development, public policy advocacy, policy implementation, strategic planning and/or government administrative processes;
  • Knowledge of practices related to economic diversification, tourism development, budget planning and action-plan development;
  • Strong skills on communications and managing relationships with private sectors and stakeholders.
