Country Background
CRS Timor-Leste was established in 1979. Currently, CRS Timor-Leste focuses its work on agriculture, peacebuilding, emergency response, disaster risk reduction, and Nutrition. The Timor-Leste country program has more than 53 staff with a main office in Dili and sub-office in Baucau. CRS programs are implemented through local partners, in close coordination with local, municipal and national government agencies.
Job Summary
This position will be responsible for developing and executing a marketing plan for CRS Timor-Leste in close collaboration with the Head of Programs (HoP) for the Sub-region, management team, and program staff. He/She will liaise with and manage external consultants in photography, design, printing and event execution in support of the marketing plan and will build CRS staff capacity in communications planning and implementation. A critical element to the job will be CRS’ brand management in the country program, in line with guidance and procedures from CRS’ region and global headquarters in the U.S., which may include media relations. This position is a key member of the CRS team and will work closely with country managers, heads of office and program managers on a variety of assignments.
Job Responsibilities
- Marketing Plan Development: With the Country Manager, lead CRS Timor-Leste in the development of a marketing plan for the three country programs. Where applicable, there may be program sector-specific or project-specific marketing plans responding to specific needs and opportunities.
- Crafting Messages: Assist project staff to craft strategic messages about their programs for a variety of targeted audiences and build their capacities at utilizing these messages in diverse settings, from meetings and publications to events.
- Staff Capacity Building: Train senior program staff in key skills and competencies necessary to execute the marketing plan effectively and monitor their use of these skills, identifying areas for future strengthening.
- Project Management: Take responsibility for the execution of the marketing communication plan, in a timely way, up to industry standards, and in full compliance with CRS’ policies, procedures, and guidance documents from CRS/headquarters. Execution of the plan may require liaison with and management of contracts with photographers, videographers, designers, printers, event organizers and similar service providers among other coordination and management duties.
- Knowledge Management: Archive photos, videos, fact sheets, training materials and other communications documents on CRS’ Sharepoint site or other format and ensure they are accessible to program staff in a timely way.
- Social Media: Act as the focal point for the CRS Timor-Leste Facebook social media profile with headquarters and the country program, posting Facebook country program updates 1-2 times per week. Generate ideas for FB posts, write the posts, seek approval for posts and schedule the posts. Ensure that photographs meet standards for branding, photo credits, and archiving; respond to any comments or messages on the page, if needed. Assess metrics including impressions, reach, fan growth, fan attrition and engagement. Support the country program to share content with headquarters for core CRS social media accounts.
- Representation & Networking: Keep informed of initiatives and programmatic directions in the international and national NGO community in the country program. Attend national and international organization events to represent CRS and its programs in Timor-Leste. Assist in coordinating headquarters and donor delegations to CRS programs.
- Brand Management: Ensure that all project communications are appropriate for each country program’s strategy, identity and the changing operational environment in the country program, including, but not limited to CRS’ project sites, project documents, video and visual pieces and media products. Take leadership in ensuring that all project communications are consistent with CRS’ branding and publications guidelines, global best practice and donor requirements.
- Internal Communications: Develop high quality monthly newsletters for CRS Timor-Leste in coordination with CRS staff to communicate CRS work to donors and internally for CRS staff. Help conceive creative ideas and direction, and work with writers and photographers/graphic designers within and outside the organization.
- Events Management: Coordinate and organize major events for CRS Timor-Leste programs and partners, including project launches, major donor visits, and anniversary events. The communications officer may be assigned to assist partners in organizing key partner events.
- Reporting Activities: Keep CRS’ regional information manager, based in Phnom Penh, regularly updated on key communications events, programmatic developments, success stories, high-profile visits and the similar for onward communication to CRS/headquarters and potentially the U.S. media.
- Supervisory:
· Oversee the drafting of scopes of work and provide supervision to field level CRS and partner staff as required.
· Oversee planning, organizing and implementation of CRS-related events management, photography, and videography as requested.

Typical Background, Experience & Requirements
Education and Experience
- Bachelor’s Degree in International Development, Development Communication
- 5-7 years’ work experience in media, marketing, public relations, or journalism; experience in INGOs or UN preferred.
- Ability to work with stakeholders on multiple levels including government agencies, non-government organizations, donors, media groups, religious groups (Catholic, Muslim, etc.), and CRS staff.
- Excellent understanding of local NGOs and government system, with knowledge and appreciation of the vision and mission of CRS.
- Experience developing a marketing strategy to promote the reputation of an organization or business.
- Experience in project planning, reporting, and participatory approaches.
- Experience conducting communications trainings.
- Experience producing photo galleries and editing photos and videos.
- Experience in Social media content creation and management is an advantage.
- Strong analytical skills, both in qualitative/quantitative approaches.
- Knowledgeable in humanitarian response and development.
- Acceptance of cultural differences in a continuously changing environment.

- Excellent English writing skills, written and spoken
- Effective communication and interpersonal skills, team work, good public relations, self-driven, problem solving and decision-making skills.
- Highly proficient in MS Office applications and desktop publishing skills in Publisher and PowerPoint.
- Highly proficient in graphic design software, such as Adobe Photoshop, InDesign and Illustrator.
- Highly proficient in social media and developing social media strategies and materials.
- Knowledge of HTML, MailChimp, Yammer, WordPress, and email campaign systems is an advantage.
- Proven organizational skills and ability to manage multiple tasks simultaneously.
- Project management skills, from concept to final product.
- Mature disposition in appropriately managing sensitive situations.
- Ability to embrace working under pressure.

This job will require travel 40% of the time.
