General information  

a. Brief information on the project
The Ai Ba Futuru-project between Timor-Leste, the European Union (EU) and Germany (represented by the Federal Ministry for Economic Cooperation and Development, BMZ) was established to “contribute to a peaceful, inclusive and sustainable development in Timor-Leste through improved rural access, the creation of employment, economic and domestic revenue opportunities, and a durable reduction in food insecurity and malnutrition in rural areas”. Ai ba Futuru is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in co-operation with the Ministry for Agriculture and Fisheries of Timor-Leste (MAF).

To increase sustainable production in agroforestry systems, the project shall establish 6,000 hectares of new or improved area under agroforestry planting 3,000,000 tree seedlings by 2022 and distributing crop seeds. The four expected outputs of the project are: 1) production and productivity of agroforestry systems are increased; 2) capacities of participants along selected agroforestry value chains are strengthened; 3) market access for specific agroforestry value chains (agriculture, horticulture, wood production and processing) is improved; and 4) the institutional and organisational framework for the promotion of agroforestry is improved. It is being implemented in fourty sucos in Manatuto, Baucau, Viqueque and Lautem (i.e., the project area).

b. Context

The sustainability of the measures depends on many factors. For the forestry part of the project the efficient use of trees as natural resource is one of those. According to estimates for 2016, around 14,000 hectares of forest are lost each year (deforestation rate at approx. 2%). Through the increase of the wood harvesting and processing efficiency, we aim at significantly reducing logging in the project area by providing a training in safe and efficient tree felling and chainsaw milling to lumbermen.

For this training we are looking to rent a training space, including food and accommodation and transport to a field training site.
c. GIZ shall hire the contractor for the anticipated contract term, from 16. August 2021 to 12. August 2022.
d. The contractor shall provide the following service:
Provision of training site with classrooms for trainings of up to 10 attendees at the same time, considering distance rules due to the COVID-19 pandemic. The classrooms should also be equipped with writing boards or similar and projectors.

The training site shall also offer the possibility to conduct practical exercises with chainsaws and chainsaw mills on site, including the felling and milling of live trees.

Food and accommodation services, including 3 meals per day (breakfast, lunch, dinner) and 2 snacks (morning and afternoon) shall provided on site. Food and accommodation shall be provided for a total of 8 trainings with 10 attendees per training. For each training, the bidder shall calculate with 10 consecutive days and nights (if necessary through weekends). In the proposal the costs for food and accommodation shall be split in 1) Accommodation for trainees including breakfast and dinner and 2) Meals for trainees (2 snacks and lunch).

A training site for field exercises is foreseen in Maubara/Liquica. The bidder shall provide transportation for the 10 trainees as well as for 2 trainers for a total of 7 times per training.

Tender requirements
1. Appropriateness of proposed concept

For the bid please,

  • Describe briefly the offered training site in accordance with the citeria outlined above (2.1)
  • Describe briefly the offered accommodation for the trainees (2.2)
  • Describe briefly the mode of transport provided to the site for field exercises (2.3)

The bid shall not exceed 5 pages.
2. Specification of inputs

 In the financial bid, please outline the following costs in lumpsums

  • Rent for training facilities/site
  • Daily accommodation for trainees (including breakfast and dinner, 10 nights per training, 10 attendees per training, 8 trainings in total)
  • Daily Meals for trainees (2 snacks and lunch) during trainings
  • Transportation to/from site for field exercises

3. Requirement and the Content of The Technical and Financial Proposal

  • Proposal must be signed by an authorized representative of the bidding company or the bidder itself.
  • Proposal should be submitted in English and must be sent by email to : contract-tl@giz.de no later than 06 August 2021 at 5:00 pm
  • Bids are to be submitted using the two-files procedure.
  • Please submit your technical and financial proposal in two separate files, technical and financial (PDF format). Price information shall not appear in any part of technical proposal.
  • To secure your financial proposal (pdf and excel file) please set a password which will be used at later stage once the evaluation of the technical proposal is completed. The bidders who achieve the technical minimum score will be requested to provide their password.

Content of Technical and Financial Proposal as follow :  

o Technical Proposal should be consisting of:

  • Presentation of the bidding Consultant
  • Narrative description of the company relevant experience and references
  • Methodology referring to the Term of Reference (see chapter 2)

o Financial Proposal:

  • Financial Proposal has to be signed and stamp by company
  • The currency of the financial proposal shall be in USD
  • The financial proposal should be protected with password and it will be open until the technical evaluation completed.

Note:

If restrictions are introduced to combat coronavirus/COVID-19 (restrictions on air travel and travel in general, entry restrictions, quarantine measures, etc.), GIZ and the contractor are obliged to make adjustments to their contractual services to reflect the changed circumstances on the basis of good faith; this may involve changes to the service delivery period, the services to be delivered and, if necessary, to the remuneration.
