Dimensions of the Role

Leadership in Bid Management and Funding Opportunities

  • Provide lead role in compiling, consolidating and implementation of Plan International Timor-Leste resource mobilization strategy to deliver grants funding ambition; 
  • Identify potential funding opportunities for Plan Timor-Leste in line with strategic plans and priorities.
  • Lead the identification of suitable partners, negotiating business and management arrangements and associated legal agreements.
  • Lead the production and writing of high quality technical and financial proposals, ensuring they are submitted to donors on time.
  • On successful bids, work with the Programme Managers and their teams in contract mobilisation activities.

 

Delivering a Healthy Funding Pipeline

  • In collaboration with the Deputy Country Director for Programme and Programme Managers and their team to explore viable new business development opportunities from institutional donors as per Plan International Timor-Leste resource mobilization strategy;
  • Develop, review and regularly update Plan Timor-Leste’s institutional donor opportunities mapping by theme, geographical coverage and priorities;
  • Lead the development, writing and packaging of successful grant applications in different stages of grants development process
  • Lead the process in making informed decisions on ‘go’ or ‘no-go’ for emerging funding opportunities.

 

Product Development, Innovation

  • Support in the promotion of a culture of innovation, co-creation and human centred design work and package emerging products and innovation for the market, whilst ensuring alignment with Plan Timor-Leste overall strategy.
  • In collaboration with the Programmes Teams to liaise with Plan International National Offices to drive new product development and solicit inputs for the same both internally and externally;
  • Working in close collaboration with the Deputy Country Director for Programs as well as Programme Managers in countries to drive accountabilities within business development and foster new program design, innovations and product development.

Grant Management

  • Lead the Funding Agreement Documents (FADs) development process and ensure that all FADs authorized, updated, and disseminated as and when necessary.
  • Ensure Grant/FAD files & filing systems (both electronic and hard copies) are properly maintained.
  • Support grant reporting, monitoring, and compliance process and work as the focal of Plan Timor-Leste with relevant NOs and donors
  • Understand and assimilate the complexity of Plan’s grants business development and systems and procedures, organizational structures and decision-making processes;
  • Support the Finance Team to monitor grant compliance and, ensure Plan Timor-Leste responds professionally to all compliance and audit issues, follow-up on audit findings and evaluation recommendation
  • Facilitate the preparation on Grants Projects and grants department for audits and audit action responses/follow ups

Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI)

  • Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
  • Leads the orientation of team members to ensure that they are properly inducted on and understands their role in upholding Plan International’s safeguarding and GEI policies;
  • Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in project design, during implementation and as principles applied in day-to-day work

1. Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Technical expertise, skills and knowledge

Essential

  • Master’s Degree in international development, social work, international relations, or similar fields;
  • At least 7 years of relevant experience especially in the INGO Sector in Business Development
  • Demonstrated track record of proposal writing with a proven fundraising record;
  • Knowledge, understanding and experiencing of the different donors (bilateral, multilaterals) as well as fundraising landscape and interest in Timor-Leste.
  • Proven experience and ability to collaborate with different donors, governments and the private sector; 
  • Demonstrable working experience in programme design and development; experience in Plan International’s areas of programming preferred;
  • Knowledge of developmental agendas in complex and protracted development and humanitarian landscape;
  • Experience in funding within this context would be an added advantage
  • Ability to communicate effectively and authoritatively on area of expertise, and influence others to reach common goals; 
  • Experience in leading team, coaching and mentoring, especially managing a large team.
  • Demonstrable at influencing stakeholders and consensus building.

Languages required

  • Excellent written and verbal communication skills in English. Native speaker of Tetun.

Physical Environment

  • Based in Country Office in Dili, typical office environment
  • Occasional travel (20%) to and stays in Aileu, Ainaro, and Dili. Must be willing to travel to remote communities on bad roads
  • Occasional international travel, e.g. to Regional Grant meetings

Level of contact with children

  • High level: Frequent interaction with children
