World Vision Timor-Leste began its first project in Aileu municipality in 1995, and opened its national office in Dili in 1999. Today, we have three Area Programs implementing projects in four municipalities: Aileu, Baucau, Bobonaro and Covalima.

PURPOSE OF POSITION:
Provide strategic, operational and technical leadership to Emergency Responses across the country in AP areas and other locations during emergencies. Build the organizational capacity in Disaster Management to effectively and proactively enable WVTL to respond to emergencies, increase its preparedness levels, and provide technical assistance to mainstream Community Based Disaster Risk Reduction (CBDRR) and Climate Change Adaptation (CCA) into APs with the strong involvement of the community, including children.
MAJOR RESPONSIBILITIES
Leadership
- Provide advice and support to the Operations Manager on Strategy, Evidence & Learning relative to Disaster Management.
- Advise the APs in technical issues related to disaster preparedness and disaster response management to their plans.
- Responsible for developing decision making framework and providing recommendations to Senior Management Team (SMT) on response planning.
- Conduct disaster mapping of the country. Recommend to SMT potential locations for engagement.
- Provide leadership in contextualizing and developing national policies, standards, guidelines and tools for Disaster Management in alignment with the WV global policies, standards and guidelines
- Recommend National Disaster Management Team (NDMT) members and develop roles for each function.
Strategy
- Contribute to the development and implementation of country strategy, operations department secondary strategy and business plan in support of and in alignment with country strategy and priorities relative to Disaster Management.
- Provide leadership to develop Disaster Management strategy.
- Develop annual business plan for Disaster Management.
- Collaborate with the other technical sectors to ensure Disaster Management strategic objectives are adequately integrated in the Operations secondary strategies and priorities.
- Provide guidance and contribute to the development of disaster preparedness plan for other INGOs and UN Member agencies.
Management & Coordination
- Establish the National Disaster Management Team (NDMT) with leadership consultation and develop its roles.
- Provide guidance to the AP teams for local response to any disaster and integrating DRR into their programming.
- Ensure periodic analysis of Disaster Management budget variances, efficient spending of funds for Disaster Management projects.
- Initiate and lead the annual NO - Disaster Management Scorecard rating with the full participation of staff representing relevant departments.
- Develop the National Disaster Preparedness Plan and the National Response Strategy, manage and coordinate the implementation and annually update the plan. Develop together with across functional team the SOP for DM.
- Ensure awareness and functionality of the Emergency Management System among the relevant leads within the WVTL.
- Manage performances of direct reports based on agreed performance objectives.
- Ensure NEPRF budget maintained, facilitate the approval process.
- Coordinate with warehouse In-charge personnel and ensure the warehouses are prepositioned for disaster situations.
Operational (Technical) Support
- Identify and advise Disaster Management interventions that facilitate effective disaster risk prevention, management and response.
- Contribute to development of national office policies, guidelines and standards relating to Disaster Management.
- Supports AP’s and communities in developing the Community Disaster Management plans.
- Recommend and support WVTL in the design, monitoring and evaluation of Disaster Management programs and projects.
- Provide Disaster Management guidelines, including budget, to APs for annual multi- year and annual business plan preparation.
Capacity Building
- Collaborate with Regional Disaster Management team in developing an integrated Disaster Management capacity-building plan for WVTL.
- Identify competencies and Disaster Management capacity requirements at AP and community level, develop appropriate plans with team.
- Initiate and establish children and youth-led Disaster and
- Development Risk Management program.
- Develop the NDMT capacity development plan and manage ongoing training of NDMT members.
- Identify, share / facilitate access to resources and appropriate materials, learning and support opportunities related to Disaster Management for program staff. These may include active involvement in training, engagement of trainers, establishing institutional links, identifying opportunities for staff exchange or mentoring.
Knowledge Management
- Facilitate the process of continuous learning and documentation of best practices in Disaster Management appropriate to the context of WVTL.
- Encourage mutual learning of best practices in Disaster Management.
- Facilitate the formation and coordination of networks that contribute to the sharing of best practices, outputs and strategy formation that promote learning.
- Share best practices and contribute to the community of practice and centers of excellence.
Quality Assurance
- Support AP’s and Regional Offices in ensuring adherence to Disaster Management minimum standards including policies and protocols in WVTL.
- Support the Operations Manager in addressing alignment, compliance, quality issues and needs of WVTL related to Disaster Management.

and procedures.
Interal & External Liaison and Coordination
- Act as a strategic link and focal point for Disaster Management with APs for mutual support.
- Participate and actively contribute to the partnership forums, working groups and networks related to this sector as deemed necessary by Operations Director.
- Develop and maintain good working relationships with internal and external stakeholders such as Asia Pacific HEA team, government agencies related to Disaster Management, donors, UN, inter agency HEA coalitions and community partners.
- Participate in joint assessments, task force teams, workshops etc.
Funding Portfolio
- Ensure that AP programs are well supported with funding for emergency relief, recovery and rehabilitation.
- Actively engage with the GAM Director to identify new funding opportunities and partnerships.
- Support proposal development from the Emergency perspective, providing clear needs assessments, and help to inform the budget and results framework development.
- Proactively working with Regional and AP managers to develop DRR/DRM priorities and plans for funding. Be the connection for the field teams to engage with the resource development teams.
MINIMUM QUALIFICATION, SKILLS AND EXPERIENCE REQUIRED:
- Master’s degree in management, humanitarian affairs, international relations, social sciences or related field
- At least 5 years field experience in development or humanitarian contexts. Experience working with complex operating environments.
- Experience in relief and development work using an approach of facilitation and empowering local communities is essential.
- Good understanding of World Vision and Sphere relief standards
- Understanding of the functioning of major UN agencies, international donors and governmental agencies in their respective programs, approaches and standards.
Good understanding of international standards
- Ability to adapt leadership style and management approaches to varied contexts and a high tolerance for constant change coupled with the capacity to adapt and succeed.
- In depth planning on scenario planning strategy development and pertinent documentation.
- Excellent cross cultural management, communication, and writing skills.
- Ability to build and maintain strong relationships with a range of stakeholders.
- Quick decision making
- Good demonstrated computer skills.
- Preferred: Experience in providing technical expertise and leadership in risk management.
- Ability to operate effectively and be sensitive to the culture and present context of the country.
