The Program
The Australia Timor-Leste Partnership for Human Development (PHD) supports the Government of Timor-Leste’s Strategic Development Plan 2011-2030 and reflects Australia’s commitment to work in partnership with Timor-Leste to invest in improved wellbeing for Timor-Leste’s people. PHD aims to deliver lasting impact on the program goal: ‘people in Timor-Lste are healthier, better-educated and better able to contribute to Timor-Leste’s development’. Through PHD, Australia supports the Government of Timor-Leste (GoTL) to deliver higher quality and inclusive services in primary health, basic education and social protection.
Abt Associates Australia is the implementation partner for PHD, contracted since May 2016 until May 2026.
The Position
In this newly created position, the Program Director will join the Team Leader, Deputy Team Leader and Operations Director as an integral member of the Executive team. The Program Director will assume a pivotal role in revitalising and rationalising PHD’s program activities as we move into the second phase of the program and advance the refreshed strategic vision of PHD. Drawing on the successful candidates unique skill set along with localised technical and managerial experience and knowledge, the Program Director will manage a selected portfolio across the broad PHD remit in areas such as Health, Education, Social Solidarity & Disability Inclusion, Gender Equality and other cross-cutting initiatives.
With a strong sense of commitment to and passion for the development of Timor-Leste, the Program Director will provide deep technical oversight and evidence-based leadership to the selected sectors, drawing on their strategic management style and ability to lead and develop their team.
A key responsibility for the Program Director will be to strategically lead the annual political economy analysis that provides strategic direction and technical advice to inform PHD’s decision-making that involves the governments of both Australia and Timor-Leste.
Working closely with the Australian Embassy in Dili, development and implementing partners, portfolio sector leads and other PHD leaders, the Program Director will deliver identified strategic programs and high-level development analysis.
We are seeking a highly passionate development professional with:
- More than ten years’ experience in senior program management relevant to the Human Development sectors of health, education, social protection and inclusion in Timor-Leste
- Demonstrated results as a development specialist
- Deep understanding of multi-sectoral work with experience using diverse modalities (including community driven service delivery approaches, gender and disability)
- Exceptional communication and writing skills, with demonstrated results in providing and oversighting high quality reporting
- Ability to build effective teams, enabling program coherence and influencing strategic direction
