INTRODUCTION:
CARE is an international development and humanitarian aid organization fighting global poverty, with a special focus on working with women and girls to bring lasting change to their communities. As a non-religious and non-political organization, CARE works with communities to help overcome poverty by supporting development efforts and providing emergency assistance. CARE’s long term program will focus on women and girls in rural disadvantaged areas with four priority areas: SRM Health and Rights, Women’s Economic Empowerment, Women’s Voice and Education.
About the AHP Covid-19
In response to Government of Timor-Leste requests and the severity of consequences of COVID-19 in Timor-Leste, it is now crucial to raise awareness in rural communities on the COVID-19 virus and appropriate precautionary and prevention measures. COVID-19 Awareness Raising Project aims to cover 100 suco in 12 municipalities and regions through community awareness raising initiatives. The project will be implemented by the AHP agencies through AHP consortium with support from the Ministry of Health (MOH), Ministry of Interior (MOI) through the Secretariat of State for Civil Protection and the World Health Organization (WHO) in Timor-Leste.
The Australian Humanitarian Partnerships (AHP) in Timor-Leste brings together the international NGOs CARE, CAN DO (Caritas), Oxfam, PLAN and World Vision and their local partners. AHP agencies and partners are currently delivering the five-year (2018-2022) Disaster READY program, funded by the Australian Government, with a focus on disaster risk reduction, preparedness and response based on the signed MoU with the Secretariat of State for Civil Protection, Ministry of Interior. Through the COVID-19 response project is aiming to raise awareness in rural communities on the COVID-19 virus and appropriate precautionary and prevention measures covering 100 suco in 12 municipalities and regions through community awareness raising initiatives in the sector of Food Security, WASH, Health and GBV.
PURPOSE OF THE POSITION:
The senior communication officer will be responsible in overall communication and visibilities of DRP, AHP Covid-19 and AHP Flood Response projects and provide support to all the implementing agencies based on the project communication plan. This includes leading the compliance of communication and visibility guidelines and requirements of the Department of Foreign Affairs and Trade (DFAT) communications objectives as outlined in the project design.
MAIN RESPONSIBILITIES:
Communication Strategy:
- With the supervision of the program manager, develop project communication strategic/plan and ensure its implementation with all the implementing agencies throughout the project implementation period.
- Ensure all consortium partners adhere to the Australian Humanitarian Partnership communications and visibility guidelines
- Raising and maintaining the profile of CARE within the projects’ implementation as well as the whole DRP, AHP Covid-19 and AHP Flood Response Project implementation and ensuring all communications are dynamic and responsive to the needs of the organization as well as to the donors.
- Organize key project events; developing and publishing case studies/stories of change based on DFAT guideline and timeframe
- With the supervision of the program manager, share the success stories of CARE’s work as well as the whole AHP Consortium work to both internal and external stakeholders
- With the supervision of the program manager, deliver communication (story writing) and photography training to the implementing partners/consortium members.
General Communication Support
- Oversee human interest/ case story collection, with a focus on ensuring alignment with project outcomes and DRP and AHP objectives at the consortium level on the regular basis.
- Produce and update key project materials, including but not limited to: visibility materials,; social media posts; templates to support project communications; and other external facing content, in English and Tetum
- Organize and implement key events to support project implementation, including International Day for People with a Disability; International Day of Rural Women and 16 Days Campaigns of Ending Violence Against Women
- Lead collection and oversee quality control of implementing agencies success stories on a monthly basis.
- Visit project activities from each implementing partner’s area to monitor, observe and lead to the consortium level stories on a quarterly basis.
- Coordinating and engaging Timorese media to attend key events. This includes preparing press releases, coordinating logistics and post-event social media.
- Oversee development of a promotional video and develop short video with in house resources to highlight project objectives and achievements
Others:
- Have regular visit and provide support to the communication staff from each implementing partners.
- Assist Program manager in report writing both biannual and annual report in providing necessary inputs related to communication and visibility aspect.
- Liaison with Project Manager/Project Focal Points to ensure collection of record and follow up on success stories, lessons learned and progress towards outcomes as per plan; and
- Be open to learning new skills and applying these to the position and proactively suggest improvements and solutions to the new enterprise
- Participate in other CARE trainings and meetings, as requested
- Support development of organization-wide strategies. This can include advocacy and communication strategies
- Engage in emergency preparedness, assist in any emergency response as required;
- Promote a safe and secure work environment; foster a culture of safety and security awareness and consistently follow all CARE safety and security policies, procedures and directives; and
- Demonstrate an ongoing commitment to gender equality, diversity and child protection
EXPERIENCE AND QUALIFICATIONS:
- Minimum Bachelor’s degree in Communications, marketing, media, journalism or other related fields.
- Minimum 3 years relevant work experience in communications/ journalism, preferably with an International Non-Government Organization (INGO) and/or private company
- Demonstrated experience telling impactful stories relating to development in a range of different form.
- Experience in using social media (Facebook) and website content updates
- Experience in coordinating with media outlets and producing media releases
- Preferably an experience of being photographer and videographer
- Ability to promote collaboration with CITL staff, Government, Local authority, and other partners;
- Ability to understand, comply and uphold all relevant CARE International in Timor Leste policies and standard procedures;
- Ability to write and present regular reports to management as required;
- The candidate should be organized, effective, creative, a team player, and highly motivated; and
- Computer literacy within standard Microsoft Office programs, i.e. Word, Excel, Power Point, and Data Bases and excellent communication skills in English and Tetun both written and spoken. Local languages.
