 Introduction

Associação Maluk Timor is a non-governmental organization (NGO) committed to capacity building and health system strengthening in Timor-Leste, through the mentoring and professional development of Timorese health personnel.

 

The M&E Team oversees and supports all Monitoring and Evaluation activities in Maluk Timor. It is responsible for M&E planning, implementation, and products at the organizational level. It supports the M&E activities of individual Programs.

Position Summary

The M&E Officer will be responsible for monitoring and ensuring Maluk Timor Programs achieve their intended outputs in an effective and timely manner, while maintaining their strategic vision and donor compliance.


 Key Functions

The M&E Officer will guide the design and implementation of programmatic M&E activities at the organizational level. They will enable/facilitate the Team Leaders & Program Managers in:

  • designing the M&E Plan for the Programs while ensuring consistency with reporting requirements
  • developing M&E products/tools
  • developing the database structure
  • data quality control: streamlining data collection, capture, data management and data backup process
  • monitoring the program activities on a regular basis
  • analyzing programmatic data and discussing findings for reporting and decision making
  • preparing Quarterly/Annual reports on program progress, achievements and areas for improvement.
  • consolidating individual program reports for organization-wide reporting
  • assisting and training program staff on: M&E concepts and fundamentals; data collection methodology and process mapping, data capture in electronic platform, data management; analysis and reporting; basics of Excel, Google Sheets and other required data management platforms.

The Monitoring and Evaluation Officer works in close collaboration with each program team, management team and external donors/partners, where appropriate.

Selection Criteria: Qualifications and Experience

 

Essential:

  • Minimum bachelor degree in relevant field of expertise e.g. statistics, social science, public health, research, or similar
  • Minimum of one (1) year relevant experience in M&E 
  • Ability to work with minimal supervision
  • Advance competency in MS Excel, Google Sheets, and other MS Office/Google Suite applications
  •  Ability to manage, vizualize, analyses & report M&E data
  • Good working knowledge of spoken and written English and Tetun

Desirable:

  • Familiarity with Kobo Toolbox
  • Willingness to travel to districts
  • Working with NGO & INGOs would be an advantage
