Consultancy - Technical Support for Development of Data, Materials, etc. in Accessible Format
Background
Violence against women and girls (VAWG) is still one of the most prevalent violations of human rights worldwide in general and in Timor-Leste in particular. Violence against women and girls and particularly intimate partner violence in Timor-Leste remains widespread, with 38% to 59% of women between the ages of 15 to 19 experience violence in their lifetime1. In Timor-Leste, at least one in three women has experienced physical and/or sexual violence during her lifetime. Justification of violence remains high, with 74 percent of women and 53 per cent of men aged 15-49 agreeing with at least one justification for wife-beating. A 2013 Baseline study on masculinities in Timor-Leste found that “in general, the acceptance of or tolerance for GBV increases with age”. To eliminate violence against women and girls, what are needed are effective violence prevention strategies to address the root causes and drivers of violence.
To address these issues, Plan International, with funding support from European Union and UN Women is implementing the spotlight Initiative project for one year to develop a methodology and guidance based on global approaches and best practices and underpinned by a human rights-based approach that places; equality, integrity, agency and autonomy at the centre of prevention efforts; empowerment of women and girls with increased capacities to claim their rights and central role of men and boys in promoting gender equality and positive masculinities.
The overall objective of the project is to contribute to the development of national evidence-based programmes to promote gender-equitable norms, attitudes and behaviours. Its specific objective is to build Timor-Leste contextualized user-friendly and innovative knowledge products on promising approaches to prevent VAWG as well as develop tools on how to apply knowledge and create agreement about key principles amongst key prevention actors such as government, CSOs, and development partners. The project will set up mechanisms to promote coordination and collaboration among stakeholders; and contribute to comprehensive national behaviour change strategies that work across the ecological model.
The project will contribute to the current Government specially SEII in development the next NAP for 2021-2025 and produced materials for behavior change be designed in 2021 and the project team will participate in SEII’s evaluation of the current NAP and consultation to develop the new NAP and assess current and possible prevention approaches and Knowledge sharing related to prevention for behavior change at individual, inter-personal, institution and societal levels. Provide formal and substantive inputs to development of the new NAP-GBV in Collaboration with UN Women under Spotlight initiative and provided to guide the group working on the NAP GBV development.
The Project also will consolidate promising prevention approaches into innovative and accessible format such as visual, info graphics, videos, etc.
To achieve those goals above, this project needs a consultant:
- to identify the skills and resources needed to conduct behaviour change work in Timor-Leste specially how to develop the product related to the behaviour change to eliminate the violence against Women and Girls (VAWG) and all the product base an RESPECT FRAME WORK and will be presented the information in accessible formats.
- The data will then be uploaded to an online platform (such as Google Drive) and the link to the database will be shared publicly with all interested stakeholders through Plan’s and UN Women’s Facebook page, website, etc
Objective of the consultancy
To consolidate information on existing prevention and behaviour change strategies and materials in Timor-Leste in an accessible format such as visuals or video, including online, for prevention actors in Timor-Leste in terms of style, language and presentation

The consultant will be based in Dili and have a possibility to visit Municipality which decided by spotlight team to conduct discussion with the relevant stake holders
Scope & approach
The Consultancy will
- Identify the skills and resources needed to conduct behaviour change work in Timor-Leste. (The project team will provide the reference)
- Crete an accessible format such as visuals or video, including online, for prevention actors in Timor-Leste in terms of style, language and presentation
- Work together with the project team to provide technical support to project to develop the product
- Involve in the Workshops and seminar conducted by project team, to discuss and analyse the shearing experiences and integration of the RESPECT framework within the next NAP GBV
- Consolidate and produce the materials campaign on Behaviour base on the RESPECT Frame works
- Consult with SEII an online database of VAWG approaches and tools that is innovative, user-friendly and accessible to all interested stakeholders is developed as One-Stop Resource Hub.
- Conduct meeting with key prevention actors to discuss individually with each key prevention actors about how to promote VAWG in Timor-Leste, especially about the areas that have not been discussed during the workshop and seminars
- Coordinate and collaborate with the key prevention actors such as the Secretary of State for Equality and Inclusion, the Ministry of Education, Youth and Sports, the Alola Foundation as the lead organization for the Prevention Pillar of NAP-GBV, Rede Feto, international organizations supporting prevention work in Timor-Leste, and other Spotlight activities related to behaviour change and messaging on violence against women and girls.
- Consult with VAWG organizations, including those working with vulnerable groups such as people with disability and LGBTQI, youth groups, in developing contextualized knowledge products and social and behavioural change communication (SBCC) materials such as videos, posters, social media messages and will link closely to UNICEF’s work in Pillar 3.
- Organise and Upload the Data an online platform (such as Google Drive) and the link to the database will be shared publicly with all interested stakeholders through Plan’s and UN Women’s Facebook page, website, etc

Qualifications of Consultant
Formal qualifications (required):
- Masters
level degree (or undergraduate level coupled with appropriate practical
experience) in a relevant field, such as Social and culture,
international development, IEC Material Development,
Facilitation Capacity on material development related to women and
human rights, etc.
Practical skills and experience (Required):
- Demonstrable expertise in GBV issue
- Demonstrable experience (3-5 years) in designing and conducting data collection method
- Performed team leader functions in similar review assignment.
- Ability to meet deadlines and respond to requests and feedback appropriately and in a timely manner
- Understanding of country level policies and context, framework and strategy on GBV Prevention
- Strong analytical skills
- Excellent report writing skills in English
- Excellent in crate accessible format, designing, produce and upload data on line
- Excellent and demonstrated understanding of Child Protection and Safeguarding, Gender sensitive approach to data collection and analysis, and ethical issues in research
