The Program
The Australia Timor-Leste Partnership for Human Development (PHD) supports the Government of Timor-Leste’s Strategic Development Plan 2011-2030 and reflects Australia’s commitment to work in partnership with Timor-Leste to invest in improved wellbeing for Timor-Leste’s people. PHD aims to deliver lasting impact on the program goal: ‘people in Timor-Leste are healthier, better-educated and better able to contribute to Timor-Leste’s development’. Through PHD, Australia supports the Timor-Leste government to deliver higher quality and inclusive services in primary health, basic education and social protection.
Abt Associates Australia is the implementation partner for PHD, contracted since May 2016, that will continue to May 2026.
The Opportunity
PHDs Health program is aligned with the priorities set within the Ministry of Health (MoH) National Health Sector Strategic Plan (NHSSP) 2020-2030 and the relevant objective under the Strategic Development Goals. The program aims to strengthen the system for the delivery of primary healthcare services as stipulated under the Essential Services Package for Primary Healthcare services (ESP-PHC), including a focus on nutrition, hygiene, and sanitation. With funding support from the Australian Department for Foreign Affairs and Trade (DFAT) in Timor-Leste, the program will be implemented in partnership with the Ministry of Health at national and sub-national level, as well as with other sector stakeholders, including the communities.
We are seeking a long-term Adviser - Health Monitoring & Evaluation (M&E) to join our Health team and contribute to the implementation of the revised Health strategy. This role will bring highly technical M&E expertise and prioritise the development of the M&E Strategic Plan for the health sector for 2022 to 2030. This will also include preparing the roadmap, tools, and facilitation for implementation of the Strategic Plan at national and sub-national levels.
In addition, the Adviser will utilise strong stakeholder management and Advisory skills to work with the relevant MoH team to support other M&E activities support identified health management information systems.
About You
We are seeking an individual who will bring:
- Significant program experience strengthening health monitoring and evaluation for Government,
- Excellent data analytical skills and interpretation, and sound quantitative skills
- Substantial technical expertise in designing, managing and implementing results-based M&E activities, processes and systems, relevant to the health sector
- Demonstrated experience in monitoring and evaluation of health program activities; with technical expertise in designing and field testing a diverse array of data collection instruments, processes and systems.
- Timor-Leste experience is highly desirable
