Position Title:              Organizational Capacity Development Manager

LOCATION:                       Dili, Timor-Leste

GROUP:                             Agriculture, Resilience and Water

REPORTS TO:                    Chief of Party

Position Summary:

Winrock International works with people around the world to increase economic opportunity, sustain natural resources, and protect the environment. Winrock is seeking an experienced Organizational Capacity Development Manager to lead capacity development activities targeting Timorese organizations for an anticipated donor funded project to accelerate resilient, agriculture-led economic growth and increase food security in Timor-Leste.

A successful applicant will implement capacity development strategies and approaches that position Timorese organizations to lead organized and coordinated efforts to advance agriculture sector development. The Capacity Development Manager will be responsible for the quality of the design and delivery of the program’s capacity development activities, including the development, testing, and scaling of tools, manuals, guidelines, and monitoring frameworks.

 

ESSENTIAL Responsibilities:

  • Conduct technical and organizational capacity assessments and other appropriate assessments with selected local partners.
  • Lead in the development of a project capacity building strategy for strengthening local organizations.
  • Lead in the development and implementation of customized capacity building plans and materials for local organizations focusing on organizational and technical capacity development.
  • In coordination with the COP and Monitoring & Evaluation Manager, lead the project’s sustainability strategy, providing technical assistance focused on establishing or strengthening procedural, regulatory, and budgetary measures to support organizational operations and improve agricultural productivity and market linkages.
  • Identify and supervise national and international consultants to provide short term technical assistance in organizational capacity development.

Other Responsibilities:

  • Contribute to project workplans, performance reports, success stories, project presentations, and other public communication pieces.
  • Perform other related duties and responsibilities as assigned.

Qualifications and Background

Education:          

Bachelor’s degree in international development, organizational development, agribusiness, business or public management or a related area.

Experience:        
  • Minimum ten (10) years related experience in implementing technical and organizational capacity building programs, adult education, and institutional design, preferably in Timor-Leste.
  • Previous experience in supervising small teams.
  • Significant experience in training or capacity building.
  • Experience managing the award and administration of USAID-funded grants and contracts, agriculture programs preferred.
  • Experience using technology, online learning platforms and social media platforms to support capacity building.
Skills/Knowledge:          
  • Proven skills in developing organizational capacity of partners in implementing agriculture programs, including development of training materials, assessments, facilitation, and data collection and analysis.
  • Understanding of local business culture.
  • Strong planning and inter-cultural communication skills required.
  • Excellent written and oral communication skills in English, proficiency in Portuguese preferred
