Introduction
Associação Maluk Timor is a non-governmental organization (NGO) committed to capacity building and health system strengthening in Timor-Leste, through the mentoring and professional development of Timorese health personnel.
The ASTEROID "Advancing Surveillance & Training to Enhance Recognition Of Infectious Disease" project is a three-year training outreach aiming to improve the recognition, treatment, notification and prevention of infectious diseases in Timor-Leste. The project will use multimedia delivery of training content to more than 300 clinical staff across all thirteen municipalities of Timor-Leste.
It is funded by the Australian Government, as part of the Pacific Infectious Disease Prevention (PIDP) Program, through the IndoPacific Centre for Health Security. The training package will be developed in conjunction with Instituto Nacional de Saúde (INS) and the Ministry of Health (MoH), and the project will engage a number of implementing partners including Catalpa International, Menzies School of Health Research (Menzies) and Northern Territory General Practice Education (NTGPE).
The ASTEROID Project will deliver a focused curriculum of teaching on infectious diseases in Timor-Leste with an emphasis on practical application of existing national guidelines particularly at primary care level. This presents an opportunity to harmonize and socialize the many guidelines and resources already developed for infectious diseases by the MoH, the World Health Organization and other institutions and partners.
The learning package will apply basic principles of infection prevention and control (IPC), clinical practice, community health and disease notification, and will work to ensure the application of those principles to at least 26 health facilities including all municipalities.

Position Summary
This position will support the Program Manager in leading the operation of the ASTEROID project in Timor-Leste. The position will contribute in a coordinating role with oversight of operational, human resource and financial functions for the ASTEROID project to ensure that project activities are effectively coordinated and delivered in accordance with the project plan and the grant requirements. In addition, the Deputy Program Manager will support the Program Manager in transitioning the project to MoH at the end of the project.
The Deputy Program Manager will work closely with the Program Manager, Medical Educators and the other team members on a daily basis to meet the project’s milestones.
Key Functions
The Deputy Program Manager’s primary functions are :
1) Responsible for upholding Maluk Timor’s vision, mission and values
2) Responsible for work planning (Translating Strategy into specific tasks and time)
3) Responsible for delegating tasks to Program Team
4) Responsible for monitoring / providing accountability to Program Team
5) Responsible for mentoring and professional development of Program Team
6) Responsible for performance review of Program Team members
7) Responsible for performance management of Program Team member
8) Responsible for control / ad-hoc decision-making / problem-solving of issues encountered by the program
9) Responsible for monitoring and enforcement of policies and procedures
10) Responsible for financial management at Program level, including:
- Management of operational expenses
- Maintenance of financial records
11) Accountable for specific program deliverables as per Project plan. This includes:
- Continued development, delivery, and continuous improvement of the TIKMI training package
- Follow-up after training (FUAT)
- M&E
- Reporting
- Transition of project to INS at conclusion
12) Responsible for external representation of Maluk Timor and the ASTEROID Program in
- Engagement with local government, partners and institutions, particularly MoH and INS
- Collaboration with Timorese clinical specialists for content development and delivery
- Coordination with stakeholders at various levels to organize TIKMI trainings at health facilities
These functions may require travel to municipalities.
Selection Criteria: Qualifications and Experience
Essential:
- Bachelor degree in Management, Economics, and/or relevant field of expertise
- At least 2 years working experience in project management with both national and international organizations
- Demonstrated ability to manage team
- Demonstrated experience in operations management including HR and Logistics
- Demonstrated experience in financial management and reporting
Desirable:
- Advanced qualification in relevant field
- Competency in MS Office, Google Workspace applications (Drive, Docs, Sheets, etc.)
- Experience in healthcare sector and having better connections with MoH departments
- Experience in NGO sector
- Fluency in Tetum, Bahasa Indonesia and English
