Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non- governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

 

Context:

 

Under supervision of the National Procurement/Logistic Officer, the successful candidate will be responsible for effective IT support of the implementation of the Identity and Border Management (IBM) projects and other IT related activities in the Mission. In particular, he/she is responsible for:

 

Core Functions / Responsibilities:

 

  1. Assist IOM Mission in all IT aspects especially on the Immigration and Border Management Programme.
  2. Conduct field visits to BCPs and field locations for feasibility and needs assessments for IBM related project activities (i.e. MIDAS) including technical assessments, installations (including LAN cabling) and configuration, trainings and Monitoring and Evaluation.
  3. Support Programme Manager manage the day-to-day activities of the MIDAS technical development team.
  4. Assist the Programme Manager to support the Government of Timor-Leste to strengthen the IT and network infrastructures of its border management information system at all points at the selected Border Crossing Points (BCPs).
  5. Assist the Programme Manager on capacity building initiatives of the relevant government counterparts focusing on IT equipment installation and maintenance, ensuring adequate transfer of knowledge and skills to relevant officials to ensure efficient procedures and effective border management system.
  6. Support IOM Staff in Mission on IT related issues (e.g. access to emails, coordination with Global ICT support).
  7. Stay up to date on current IOM ICT trends.
  8. Assist the mission in the purchase of network and communications equipment for its own use and for managed projects
  9. Assist all program and projects in assessing ICT needs
  10. Ensure that the corporate anti-virus program is fully updated on all computers
  11. Perform any other duties as assigned.

 

Required Qualifications and Experience

Education

  • University degree in Information Technology or related field with five years of relevant professional experience

Experience

  • Experience with systems that collect and use biometric information, particularly photographs and fingerprints is advantageous.
  • Experience with planning and delivering end-user training, IT administrators training and undertaking information systems support.
  • Knowledge of information security standards such as ISO 27001 is an advantage.
  • Experience in writing training plans, manuals, statements of works, standard operating procedures and detailed instructions.
  • Knowledge of relational databases and modern programming languages preferred
  • Work experience with IOM, UN agencies or other international organisations and an interest in social policies would be an asset

Languages

Fluency in English both written and spoken is required and advantage. Working knowledge of Portuguese and/or Bahasa Indonesia an asset
