LOCATION : Dili, with travel to districts
SUMMARY OF POSITION RESPONSIBILITIES
The Program Assistant (PA) will provide administrative, logistical and financial support to all aspects of the PASK Program. The PA will play an active role in supporting the implementation plan for PASK, including assisting with stakeholder consultation and engagement in program activities, grant management, and implementation of specific program activities.
Background
Programa Apoio Seguransa Comunidade (PASK) is a $5 million ($7 million NZD), three-year program funded by the New Zealand Ministry of Foreign Affairs and Trade (MFAT). The program is the next phase of the Community Policing Support Program (CPSP) that ran from 2017 to 2021. Building on the successes and lessons learned from previous programs on community policing, the PASK program aims for all community members, in particular women, youth and other vulnerable groups, to have access to equitable security and justice services which will promote trust, social cohesion, and economic prosperity in the community. The Foundation will coordinate closely with the New Zealand Embassy in Timor-Leste and collaborate with key partners from the Government of Timor-Leste (GOTL), the National Police of Timor-Leste (PNTL), civil society, and local communities to implement the program.
RELATIONSHIP
Internal
Daily interaction with PASK team members, other program staff, finance, and administrative staff in the Foundation’s Timor-Leste office; Foundation offices in San Francisco headquarters, Washington DC, and other field offices in Asia on an occasional basis.
External
Partner organizations including Timorese civil society organizations, government organizations, international NGOs working in Timor-Leste; MFAT as required.
REQUIREMENTS
All applicants are required to meet the following criteria:
- At least two years of experience assisting development programs in Timor-Leste, in particular program administration, logistics and finance.
- A commitment to working respectfully and collaboratively with individuals and organisations at a range of levels.
- A commitment to working in a multi-disciplinary team with a strong focus on government and civil society engagement.
- Demonstrated commitment to Timor-Leste’s development.
- Willingness to travel to the districts.
Education
Bachelor’s degree in a relevant field.
Skills
- Experience and skills in office administration, including work planning, filing, program financial administration, and program support.
- Working knowledge of Microsoft Office applications. Knowledge of database programs is desirable.
- Ability to communicate orally and in writing in English and Tetum.
- Ability to draft letters and formal documentation with appropriate language and branding.
- Strong time management skills and organizational abilities.
- Ability to work in a dynamic environment with regularly shifting priorities.
- Strong attention to detail and ability to multi-task.
- Strong interpersonal skills and willingness to work in a team environment.
- Ability to self-manage, independently prioritize tasks, and confidently develop plans of action with minimal direction.
JOB FUNCTIONS AND RESPONSIBILITIES
- Provide administrative, logistical and administrative support to the PASK team, including assistance with development of program systems and procedures for program operations.
- Support engagement of relevant partners for the PASK program.
- Provide assistance as appropriate to the development of grant agreements with PASK partners and management of the grants.
- Assist the development of the PASK MEL Plan and support the program’s M&E system.
- Assist with preparation of program reports as required.
- Assist with meetings, calendar, and other program management documentations.
- Comply with relevant donor and Foundation grant regulations and procedures.
- Other similar duties as assigned by the Team Leader.
