I.             BACKGROUND

The Infrastructure Fund (IF) is an Autonomous Agency that was established by the GovTL according to the Law Nu. 1/2016 on the General State Budget to ensure the effectiveness and efficient implementation of the strategic investments and infrastructure projects. The Major Project Secretariat (MPS) under the Ministry of Planning and Territory is responsible for providing technical and administrative support to the Council for the Administration of the Infrastructure Fund (CAFI), based on the Decree-Law Nu. 13/2016.

In collaborating with the relevant Line-Ministries (LM), National Development Agency (NDA), and National Procurement Commission (NPC), the consultant will provide technical supports to the projects funded through the Infrastructure Fund. The works consist of the contribution in the technical review of biding documents, budgeting, payment documents, project appraisal, feasibility study, assist on ex-post evaluation, and the reporting status of the execution of the projects, quarterly and annually.

To perform the above roles, MPS requires personnel in various areas, including the current positions, the Junior Civil Engineers, who will be responsible for the day-to-day technical works and the payment execution of the Infrastructure Funds. The tasks for the incumbent including the provision of technical assistance in project appraisals, facilitate the feasibility study guideline implementation, ex-post evaluation, and projects budget allocations and their payments.

 

II.        OBJECTIVES

The consultants will assist in identifying suitable projects to be included in the Infrastructure Fund's portfolios, contribute to the related procurement activities, project implementation, payment management, and reporting the status of the IF budget execution. They will assist the senior engineers of MPS in coordinating with the relevant Line Ministries (LM), National Development Agency (NDA), and with the National Procurement Commission (NPC) for the preparations and the reviews of project appraisals, facilitate feasibility study implementation, and assist on the ex-post evaluation. In terms of the payment, the incumbents will contribute to the verification of the bidding documents, revision of payment documents, including the supporting documents, and assist in preparing the CPVs, PRs, and POs for projects funded through Infrastructure Fund.

 

III.             SCOPE OF WORK

The consultants will undertake the following tasks:

  • Assist by cooperating with the concerning Agencies of the Government and Line Ministries for a smooth implementation of  IF projects within the IF program;
  • Assist the senior staff participating in the preliminary project appraisal, assess and review of major projects, not only at their preliminary's technical feasibility but also their economic and financial feasibility;
  • Assist MPS in reviewing the project appraisal analysis, particularly concerning the technical feasibility, cost estimation, and the related project implementation aspects;  
  • Assist MPS in liaising with the National Directorates of the relevant Line Ministries (LM) to review technical studies, engineering design, cost estimation, BoQs, and other technical documents of the ongoing and new major projects, before submitting them to the National Development Agency (NDA) for final review;
  • Assist MPS in liaising with the NDA during the reviews of bidding documents such as TORs and Bid Specifications, and ensuring the budget allocation for the related projects, prior to the procurement by the National Procurement Commission (NPC);
  • Assist MPS in conducting the ex-post evaluation for the completed major projects funded through IF;
  • Assist MPS in liaising the Government Agencies, Line-Ministries, and relevant project stakeholders through project working group's or related meetings, as per requirement;
  • Assist in the verification of payment documents from the line ministries, including the technical and financial certificate, NDA approval and recommendation for payment, and withholding tax deduction, before submitting for final payment by Treasury Department;
  • Assist MPS in preparing technical and financial briefing notes for various projects, for the CAFI Meetings and follow up actions on the CAFI decisions;
  • Assist in contributing to the quarterly and annual IF projects status reports and other reports for CAFI;
  • Contribute to the technical work-related meetings and IF budget discussion, and provide the relevant inputs or supports as per requirement;
  • Perform other related duties assigned by the Coordinator of the Infrastructure Fund Management.

 

IV.              KEY DELIVERABLES

  • Contributing timely for the revision of Project Briefs prepared by relevant Line Ministries and relevant Agencies;
  • Contributing timely for the preparation of Technical Briefings to CAFI meeting as per the requirement;
  • Contribution for reviewing the detailed design, and bidding document, before submission to the NDA, for final review;
  • Management and archiving of bidders contracts documents with their supporting files as received from the NPC;
  • Punctual preparation of payment request, submission for approval, and follow-up its continuation for payment by the Treasury Department;
  • Contributing timely in the preparation and submission of IF projects status reports, appraisal reports, and budget books;

 

V.                SELECTION CRITERIA

Essential

  • First degree in civil engineer with strong skills and experiences in the areas of building design, construction, and supervisory works;
  • Relevant professional experience of a minimum of two years performing the above or similar tasks;
  • Excellent English language skills both in speaking and writing;
  • Excellent computer skills;
  • Readiness to work with other international/national staff within a multi-cultural environment.

Desirable 

  • The ability to speak and write in Portuguese will be an advantage;
  • Previous knowledge and experience in national and international contract procedures. Has a standard understanding of the FIDIC Contract will be an asset.

 

VI.             PERFORMANCE EVALUATION

The performance of the Junior Civil Engineers will be assessed by the Coordinator of Infrastructure Fund Management Directorate, using the Performance Appraisal System at the MPS.

There will be a probation period of two (2) months.
