TERMS OF REFERENCE

Position: Geographic Information System (GIS) Technician (1 Post)

Classification: Fixed-Term Contract – Contrato a Termo Certo

Duration: One Year with a 2 Months’ Probation Period (with the possibility of extension based on the performance assessment and the need)

Reports to: Head of Planning, Evaluation and Budgeting Department and the Director of the Major Project Secretariat (MPS)

Division: Infrastructure Fund Management Directorate, Major Project Secretariat (MPS), Ministry of Planning and Territory

 

I.             BACKGROUND

The Infrastructure Fund (IF) is an Autonomous Agency and was established according to the Law Nu. 1/2016 on the General State Budget to ensure the effectiveness and efficient implementation of the strategic investments and infrastructure projects. The Major Project Secretariat (MPS) under the Ministry of Planning and Territory is responsible for providing technical and administrative support to the Council for Administration of the Infrastructure Fund (CAFI) based on the Decree Law Nu. 13/2016.

The purpose of this recruitment is to recruit a Technician for the Geographic Information System (GIS), to assist the development of Spatial Data Infrastructure of the projects paid through the Infrastructure Fund. The incumbent will work under the direct supervision of the Head of Planning, Evaluation and Budgeting Department, and the Director of the MPS.

  

II.          OBJECTIVES

The  Geographic Information System (GIS) Technician will assist MPS in developing geo-spatial database of the Infrastructure Fund portfolio, which will become an integral part of project identification and distribution, implementation, progress monitoring, and geo-spatial planning and analysis.

He/she will be required to coordinate his/her activities with the relevant line ministries, National Development Agency (ADN), and with the National Procurement Commission (CNA) with respect to the location and status of the projects funded through the IF.

 

III.       DUTIES/RESPONSABILITIES

The GIS Technician shall undertake the following tasks:

  • Coordinates with relevant directorates, agencies, and institutions for a smooth process of collection of spatial information of projects funded through IF;
  • Assists the Geospatial Analyst in performing spatial analysis for various relevant infrastructure projects in relation to project appraisal, evaluation, feasibility study, and other relevant project planning;
  • Participates in preliminary project appraisal and assessment and review of major projects primarily their preliminary technical feasibility but also their economic and financial feasibility
  • Assists in more detailed and comprehensive project appraisal analysis particularly with respect to technical feasibility and project implementation aspects via providing mapping services in the analysis of land development, transportation mode, river analysis, suitability analysis, etc.);
  • Assists in data collection and analysis for post-construction performance monitoring of samples of completed major projects;
  • Liaises with project stakeholders through the project working groups  meetings to  ensure full local ownership and participation in the project implementation;
  • Prepares contributions to quarterly and annual IF status reports, project appraisal reports and other reports to National Parliament and CAFI;
  • Participates in the preparation of IF budget book, budget discussion and provide technical input or support as per requirement;
  • Performs other related duties as required by the Head of Planning, Evaluation and Budgeting Department, and the Director of MPS.

 

IV.              OUTPUTS

  • Development of the GIS database (collecting, formatting, digitizing the data, metadata)  to support  future IF  project planning from the existing data (existing projects that are already implemented);
  • Management of the GIS database (Project information updates in terms of financial and physical progress);
  • Contributions to IF status reports and appraisal reports, etc. project progress maps prepared and submitted.

 

V.                 QUALIFICATIONS AND EXPERIENCE 

Required qualifications for the position include:

  • First degree with GIS (Cartography and/or Geography, Environmental Science, Geology, Natural Resources Management, Urban Planning or Infrastructure, etc.), with strong skills and experience with GIS;
  • Familiar with ESRI software product (ArcGIS 9 and 10) and  will demonstrate the skill in using GIS tool during the interview;
  • Relevant professional experiences of minimum 1 to 2 years in performing the above task;
  • Has knowledge of Spatial Data Infrastructure (SDI) Framework;
  • Excellent English language skills both speaking and writing, ability to speak and write in Portuguese will be an advantage;
  • Excellent computer skills;
  • Ready to work with other international/national staff with multi-cultural environment. 

 

VI.             PERFORMANCE EVALUATION

The performance of the GIS Technician will be assessed by the Head of Planning, Evaluation and Budgeting Department, and the Director of MPS, using the Performance Appraisal System that has been set at the MPS.

There will be a probation period of two (2) months.
