SUMMARY OF POSITION RESPONSIBILITIES

 

The Monitoring and Evaluation Officer is responsible for the implementation of the MEL system and results framework developed for Programa Apoio Seguransa Komunidade (PASK). S/he consolidates and analyses the results and performance of the PASK activities against program objectives. S/he also develops and delivers program-level learning activities that will support effective program implementation. The Monitoring and Evaluation Officer also supports the implementing team to identify GESI targets and monitor and capture GESI outcomes. More broadly, s/he, under the supervision of the Team Leader, takes the lead in reviewing and improving the MEL framework and system to support program development, effective implementation, and achievement of results.

 

Background

Programa Apoio Seguransa Comunidade (PASK) is a $5 million ($7 million NZD), three-year program funded by the New Zealand Ministry of Foreign Affairs and Trade (MFAT). The program is the next phase of the Community Policing Support Program (CPSP) that ran from 2017 to 2021. Building on the successes and lessons learned from previous programs on community policing, the PASK program aims for all community members, in particular women, youth and other vulnerable groups, to have access to equitable security and justice services which will promote trust, social cohesion, and economic prosperity in the community. The Foundation will coordinate closely with the New Zealand Embassy in Timor-Leste and collaborate with key partners from the Government of Timor-Leste (GOTL), the National Police of Timor-Leste (PNTL), civil society, and local communities to implement the program. 

 

RELATIONSHIPS

Internal

Daily interaction with the PASK team members, and other program staff in the Foundation’s Timor-Leste office. Occasional interaction with Foundation offices in San Francisco headquarters, Washington DC, and other field offices in Asia.

 

External

Regular liaison with program partners, relevant government ministries, civil society organizations, local authorities, academic and research institutions, and national and international agencies supporting justice and security reform in Timor-Leste. Attendance in conferences and external workshops as appropriate.

 

 

REQUIREMENTS

 

Experience

  • At least 5 years of experience in development assistance, preferably with an international development organization.
  • Extensive and demonstrated experience in monitoring, evaluation and learning, knowledge management, and gender mainstreaming required.
  • Experience in designing and implementing monitoring, evaluation and learning for iterative, innovative and flexible programs essential.
  • Experience in adaptive programming and thinking and working politically an advantage.
  • Experience working on security and/or justice programs an advantage.

 

Education

Graduate degree in relevant field: development studies, social or political science, conflict studies, gender studies, or public policy; or equivalent years of experience on MEL and/or adaptive programming.

 

Skills

  • Excellent communication skills in English and Tetum including writing skills in both languages.
  • Excellent research, analytical and presentational skills.
  • Strong track-record of working in a diverse team environment with minimal supervision.
  • Strong organizational abilities, and computer literacy (including Microsoft Word and Excel);
  • Excellent interpersonal and communication skills.
  • Willingness to learn and openness to question.
  • Knowledge of The Asia Foundation or international development organization programs desirable.
  • Demonstrated commitment to Timor-Leste’s development.

 

JOB FUNCTIONS AND RESPONSIBILITIES

 

Monitoring, Evaluation and Learning

  • Manage the PASK results framework and monitoring system in close collaboration with the Team Leader and implementing team.
  • Consolidate and analyze program results sourced from progress reports of implementing teams and other documentary evidence; identify and implement strategies to address gaps in the monitoring system.
  • Design and implement MEL activities including developing case studies, action research, and program reviews.
  • Develop knowledge products that feature success stories and lessons learned from the PASK program.
  • ·Organize learning activities in consultation with the implementing team and program partners.

 

Gender and Social Inclusion

  • Work with the Team Leader and implementing team to develop an overall GESI strategy and analytical framework for the PASK program.
  • Work with the implementing team to better articulate GESI targets and performance indicators, identify risks, and report on outputs and outcomes.
  • Identify areas for support to improve GESI analysis and reporting on outcomes of the implementing teams and implement appropriate activities through harnessing expertise from within and outside the Foundation.

 

Other

  • Monitor developments and share updates on reporting requirements and GESI policy or priorities of The Asia Foundation (Evaluation and Learning Unit and Women’s Empowerment Program) and donor partners, particularly MFAT.
  • Other job responsibilities as assigned by the Team Leader.
