Finance Officer Dili - Association for Development Cooperation (AGIAMONDO)

VACANCY ANNOUNCEMENT

 

1. GENERAL BACKGROUND

The Civil Peace Service (CPS) Program implemented by AGIAMONDO has been operational in Timor-Leste since the year 2003. As a faith-based organization AGIAMONDO works closely with a network of catholic institutions in Timor-Leste as well as NGOs with the aim of supporting peace initiatives targeted at strengthening of non-violent conflict mitigation on various levels of the society.

 

The Association for Development Cooperation (AGIAMONDO) is the personnel agency of the German Catholics for international cooperation. We have an experience of over 50 years in cooperating with partner organizations in Africa, Asia and Latin America. Therefore, our commitment to international solidarity is deeply rooted. Currently we are working with development organizations and projects in more than 60 countries.

 

 

2. OBJECTIVES AND EXPECTATIONS

The Financial administrative officer and advisor will support the implementation of the CPS program in Timor-Leste with the provision of quality control and auditing of the accounting of the jointly implemented partner projects. This support will ensure both the quality of project accounting and timeliness of accounting handling.
The office is located in Dili, some duty-trips to Municipalities might be requested.

 

 

3. TASKS AND RESPONSIBILITIES

The Financial administrative officer and advisor will support the implementation of the CPS program with the following tasks and responsibilities:

  1. Monthly quality control and auditing of the accounting of each CPS project in Timor-Leste on the basis of the AGIAMONDO CPS Finance handbook, hence, ensuring accountability
  2. Advise and train the CPS workers and accountants with the respective projects concerning all questions relating to financial administration of CPS funds on the basis of the AGIAMONDO CPS Finance handbook
  3. Give feedback on questions and shortcomings concerning accounting quality to the CPS workers and accountants with respective projects;
  4. Receive feedback and questions on shortcomings of accounting quality from the AGIAMONDO finance department at headquarters and ensure clarification thereof with the CPS workers and accountants in the respective projects;
  5. Support in the on-boarding of new CPS workers in the area of finance
  6. Support the Coordinator of the AGIAMONDO-CPS program in all areas of finance administration concerning the CPS-Coordination budget
  7. Ensure the timely forwarding of the completely audited and approved quarterly accounting of the CPS projects for final approval and further processing to the AGIAMONDO finance department at headquarters according to applicable deadlines
  8. Support knowledge management in the area of CPS finance administration
  9. Support the general administration and coordination of the CPS program as per need and as requested by the CPS Coordinator

 

 

4. QUALIFICATIONS

  • Completed Study program in accounting / finance
  • Experience in working in donor-funded projects and understanding the flow of project funds and requirements of both accounting and accountability
  • Minimum of 3 years of work experience (in a similar position with an INGO);
  • Experience of working as a Finance Officer / Assistant with donor-funded projects, understanding the flow of project funds and requirements of both accounting and accountability, confidentiality and the adherence to internal control procedures;
  • Professional fluency in written and spoken English-
  • Advanced computing skills with Microsoft Office applications, particularly with Excel and familiarity with two or more financial accounting software such as SAGE, Costpoint or similar;
  • strong interpersonal and diplomatic skills, comfortable within a multi-cultural environment and working with national and international colleagues;
  • good organisational and prioritising skills;
  • able to work independently and to adapt to different environments; when required, willingness to travel within the country to the project locations;
  • demonstrated commitment to the values, mission and vision of AGIAMONDO.

 

Language more sophisticated

  • Professional high level of oral and written communications skills, both in English and Tetum;

 

Educational background

  • Bachelor’s university degree as a minimum with specialization in Finance, Accounting, Completed training in accountancy, or any other related issue / similar field is required;

 

  • Bachelor's degree in a related field, such as finance, economics, or business administration; MBA degree preferred;
  • Experience providing advisory, mentoring, and capacity building services to financial institutions or financial intermediaries. Experience working directly with financial institutions or private sector investors in Timor-Leste is a plus.

 

5. MANAGEMENT AND SUPERVISION

The Financial administrative officer and advisor will report to the CPS Country Coordinator Timor-Leste with technical guidance and support by the Financial Consultant of AGIAMONDO headquarters.

 

 

6. WHAT WE OFFER

You will be given brief individual and local preparation and follow up for your work, and you will receive an attractive local one-year employment contract with the opportunity of extension. This position is a full-time job. The employment contract comes with and adequate salary and additional benefits such as health cost coverage. You will be officially attached to our local partner-organization Fundasao Sao Paolo, Education Department in Dili but full-time working within the AGIAMONDO CPS program.
