CARE International in Timor-Leste (CITL), Mercy Corps and WaterAid is starting the fourth year of a 5-year United States Department of Agriculture (USDA) funded program called HATUTAN, to build a partnership between schools and their communities to improve literacy, learning, health and nutrition for children and adults in the municipalities of Ainaro, Ermera, Liquica and Manatuto. The program partners with the Ministry of Education, Youth and Sports as the lead Ministry to strengthen pre-school and primary school performance in literacy and works with the Ministries of Health, State Administration and Agriculture to improve health practices in communities and to support the full implementation of the government school feeding program.

 

PURPOSE OF THE POSITION:

The Gender Program Manager will take over the implementation of HATUTAN’s gender intervention activities from the current Gender Specialist, providing technical supervision to 13 Health and Gender (H&G) field staff based in the 4 municipalities. The field staff are already hired and starting their third year of field activities at targeted schools and communities. The Gender Program Manager works with the education, school feeding, agriculture and advocacy teams to make positive changes in social and gender norms throughout the HATUTAN program interventions. The Gender Manager works closely with the Health and Nutrition Manager as to assure health and nutrition activities are implemented by H&G officers in a coordinated manner. CITL’s Gender and Program Quality unit provide technical support as well as the wider CARE International network to ensure programming reflects CARE’s proven Gender Transformative Approach, encompassing women’s empowerment and men’s engagement. The role requires strong communication skills, good team leadership skills to motivate and guide a diverse team spread out across four field offices. This position is based in Dili, but with up to 50% of work tme spent out of Dili supporting the field staff.

 

MAIN RESPONSIBILITIES:

     Training and Technical Supervision:

  • Lead the Health and Gender field staff including mentoring and training staff, preparing and approving workplans and activity budgets
  • Assist the field teams to include COVID-19 prevention information in all health trainings and adapt program activities to ensure safety of participants and staff;
  • Support the field staff to deliver SBC campaigns at the national, municipal and community-levels in close coordination with government and other development partners and leveraging existing groups community health groups and village savings and loans groups;
  • Observe field staff trainings and other activities, provide feedback and mentor staff to strengthen the impact and effectiveness of HATUTAN activities and develop field staff skill level;
  • Support and implementing  the consistent use of effective gender tools and approaches such as Social Analysis and Action (SAA); Engagement of Men and Boys; Gender Indicator Frameworks and other approaches that can improve technical excellence and impact on gender across the HATUTAN program;
  • Lead the implementation of trainings on gender and social inclusion elements for staff, government officials, community members, school personnel, local authorities, students and parents with a focus on gender equality, and the prevention of sexual, domestic, school or gender-based violence;
  • Lead on the implementation of health and nutrition trainings provided by Health and Nutrition Manager and Health Coordinator. Assure Health and Nutrition activities are included in field staff work plans and implemented on time;
  •  Apply learnings from research results and field monitoring to make adjustments in field implementation to achieve better results;


Representation and Coordination

  • Develop and maintain effective relationships with relevant government ministries, gender focal points, consortium partners, women’s networks/organisations, local and international NGOs, the UN and other agencies at the national level;
  • Actively participate in relevant information and advocacy networks and forums, in Timor-Leste and internationally as required.
  • Support in gathering  and sharing information using  available resources and referral services at school and community level to respond to incidences of violence;
  • Work collaboratively with the GPQT to learn and share CITL gender programming experience;

      

      Reporting, HR Management and Team Building

  •  Jointly supervise the Senior H&G Officers (4 people) together with the FODM as per work plan;
  • Lead on staff capacity development to understand gender power dynamics;
  • Review, clarify and summarize program activity reports from the Senior H&G Officers and contribute to the regular narrative program reporting;
  • Monitor Health and Gender workplan activity implementation and spending and updating budget forecast each month; collaborate with Health and Gender technical team as needed;
  • Responsible for collecting, reviewing  and editing success stories from the field staff in Tetum and summarize the stories in English;
  • Monitor and support the Senior H&G Officers in their supervision of the nine H&G Project Officers;

 

      Monitoring and Learning

  • Support MEL team to report on gender indicators (including school graduation criteria
  • Contribute to CITL gender reporting;
  • Provide technical support and mentoring to staff on gender integration and sharing of gender learning;


OTHER RESPONSIBILITIES

  • Proactively lead in the APPA process including the annual appraisal, midyear review and regular 1:1 meeting, ensuring that the APPA process (including the paperwork) is an integral                               component of Annual Work Plans and activities;
  • Engage in emergency preparedness, assist in any emergency response as required;
  • Promote a safe and secure work environment; foster a culture of safety and security awareness and consistently follow all CARE safety and security policies, procedures and directives;
  • Demonstrate an ongoing commitment to gender equality, diversity and child protection;
  • Participate in the Senior Management Team of the HATUTAN Project;
  • Participate in CITL meetings when possible and relevant such as Gender Working Group, Program Management Team and MEL; 


EXPERIENCE AND QUALIFICATIONS

  • Minimum Bachelor degree in Women and /or Gender Studies or similar with minimum 3 years’ relevant work experience and/or University Diploma in Women and/or Gender studies with minimum 5/6 years’ relevant work experience; in education and/or health an advantage;
  • Knowledge about gender issues in Timor-Leste and a commitment to gender equality and women’s empowerment
  • Demonstrate a passion for gender equality and women’s empowerment and a commitment to CITL’s approach and values including ethnic diversity and cultural sensitivity;
  • Representational skills including developing networks and relationships with key stakeholders;
  • Experience in applying gender tools to project and program management (e.g. gender analysis Gender Based Violence (GBV), gender mainstreaming); 
  • Excellent communication skills in Tetum and strong in English;
  • Demonstrated high level time management skills, including the ability to plan and manage workflows and balance competing priorities to ensure timely processing to meet deadlines in a complex environment;
  • Demonstrated strong leadership, decision making, problem solving, analytical, planning and attention to detail;
  • Demonstrated honesty, reliable and trustworthy;
  • Demonstrated ability to take direction and to work as part of a team;
  • Intermediate (very good) in Microsoft Office with knowledge in Microsoft Word and Excel, excellent numeric skills; and
  • Very good training and facilitation skills.
