Title: Finance Coordinator

Grade: 6

Position purpose:

As a senior of the CVTL Finance team, the Finance Coordinator is responsible for providing strategic financial management and leadership to CVTL, ensuring appropriate systems, procedures and controls are in place to support the continued growth of the programs. The Finance Coordinator provides leadership to the CVTL Finance team, and advises the Secretary General on financial, policy and business strategy. Reporting to the Secretary General and CVTL Finance Commission, the Finance Coordinator is a key member of the Senior Management Team (SMT) and will provide important capacity building support to other team members.

Reports to: Secretary General

Key Roles and Responsibilities:

Overall Management of the Finance Department:

  • Directing and managing all operational aspects of the Finance Department.
  • Establishing financial strategies and policies to achieve organizational goals.
  • Ensuring compliance with financial regulations and ethical standards.

Reporting and Consultation:

  • Periodically reporting financial performance to the Secretary General and CVTL Finance Commission.
  • Providing financial input and consultation to organizational leadership to support strategic decision-making.

Management of the Finance Team

  • Building and leading an efficient finance team.
  • Providing guidance and supervision to finance staff to achieve departmental goals.
  • Manage the performance of team members including conducting the annual performance appraisal process.
  • Assess training needs of staff and organize on the job training and formal learning opportunities to support their professional development
  • Provide supervision and technical support to team members to ensure quality of service
  • Participate in the recruitment and selection process and training of new team members
  • Regularly meet with staff to discuss performance, management updates and address any concerns

Budget Planning and Oversight

  • Responsible for the preparation of the organization's annual budget and monitoring financial performance.
  • Ensure timely preparation of donor, annual operational and capital budgets. Coordinate with budget holders to prepare budgets that accurately reflect costs of program implementation, support and CVTL overhead cost.
  • Overseeing the budgeting process and provide advice for expenditure efficiency and effectiveness and lead on the monthly Project Finance Report review process providing timely advice and explanation to SMT concerning potential over or under spends to allow managers to adjust their plans to meet program priorities.
  • Develop and monitor the shared cost allocation method for distributing expenditure fairly and accurately between projects.
  • Advise program on efficient use of organizational resources and funding, including facilitating regular analysis of income/cost.
  • Ensure annual planning budgets are accurately prepared.
  • Monitor and advise on annual operating budgets with various divisional budget holders.

External Relations and Communication:

  • Effectively communicating with internal and external stakeholders, including donors, regulators, and other relevant parties.
  • Representing CVTL in financial meetings and negotiations.

Internal Controls and Information Systems

  • Ensure organizational internal controls and systems are maintained and adhered to.
  • Identify key risk areas and ensure these are documented and addressed in coordination with SMT and Finance Commission through the quarterly risk register update.
  • Ensure any changes in Policies of organization or donor policy requirements are reflected without delay in internal policy, procedures and controls. Maintain effective control structure.
  • Consult with SMT concerning proposed policy changes to ensure that policies and procedures are responsive and relevant to local conditions. Disseminate information about approved policy changes with agreed action plan for implementation as they relate to finance.
  • Oversee the use of the financial software MYOB Systems and other systems/hardware impacting on the work of the finance team.
  • Ensure the long-term financial sustainability and stability of CVTL.
  • In-depth knowledge of financial principles, regulations, and accounting standards

Procurement-related tasks might oversee

  • Developing procurement strategies that support cost efficiency and risk management.
  • Approving high-value purchases and ensuring compliance with internal controls and budgetary limits.
  • Collaborating with procurement teams to evaluate supplier contracts and negotiate favorable terms.
  • Monitoring procurement KPIs, such as cost savings, supplier performance, and contract compliance.
  • Ensuring alignment between procurement and financial planning, especially during budgeting and forecasting cycles.
  • Overseeing risk assessments related to supply chain disruptions or vendor reliability.
  • Implementing procurement policies that promote transparency, sustainability, and ethical sourcing.

Performance Measures

  • Submit financial and donor reports on time
  • Budget Variances of 10% or greater must be analyzed and raised with Secretary General
  • effective coordination with the budget holders to make sure programs are implementing as per planned activities and allocations, and variances are appropriately escalated
  • Build the capacity of team members
  • Follow CVTL finance manual, accounting policy, branch finance and administrative guideline.
  • Organization achieves within 10% of the agreed Board target surplus

Qualifications and Skills:

Bachelor's degree or higher in finance, accounting, or management

Minimum 8 years of management particularly in non-profit organizations or the humanitarian minimal 8 sector.

Strong leadership skills and strategic decision-making abilities.

In-depth knowledge of financial principles, regulations, and accounting standards.

Practical experience with computerized accounting systems, knowledge of MYOB financial system is desirable

Experiences:

 

 

Grant management experience with a large international donor

Proven experience of increasing cost effectiveness and compliance, and reducing financial risk through improved internal controls

Excellent knowledge of financial management systems and reporting
