Introduction

Poor knowledge about sexual and reproductive health (SRH) fuels the disparate rates of negative pregnancy-related health outcomes among adolescents and young people in Timor-Leste. It contributes and leads to problems such as early pregnancy and child marriage. It also leads to girls’ inability to make health decisions and incomplete physical development of girls and women.

In relation with the issues above, Plan International through this project has been develop a Smartphone application to increase the access to quality SRH information and services. It can also create a safe and confidential space for them to ask questions about SRH that will be answered by a trained professional. The use of smart phones in Timor-Leste has been growing significantly in recent years. According to a survey by the United Nations Integrated Mission in Timor-Leste in 2011, there has been a six-fold increase in total ownership of mobile phones per household since 2006.

Therefore, it would make this app easily accessible for girls, young women and young people in general. Ministry of Health (MoH) will periodically share useful tips to the group chat and manage the Question and Answer section within the application. A bank of Q&A will gradually develop so that girls and users can also search for an answer to their questions first before approaching the moderators. This approach will help to increase girls’, young women and young people’s knowledge about SRH, and give them the confidence to ask questions and access youth-friendly services, including family planning.

Objective hire consultant / developer is:

Application development and improvement: information collected from the consultation with girls and the experimentation of the prototype, we will coordinate with the software developer to develop and improve the application.

Plan staff will Test the application: we will test the application before it is rolled out for the students to use. The app developer and Plan’s staff will test the app to be sure that it works properly before girls and young women use it.
