INTRODUCTION:
CARE is an international development and humanitarian aid organization fighting global poverty, with a special focus on working with women and girls to bring lasting change to their communities. CARE’s long term program will focus on women and girls in rural disadvantage areas with four priority areas: SRM Health and Rights, Women’s Economic Empowerment, Women’s Voice and Education.
PURPOSE OF THE POSITION:
The Logistic Assist the Logistic Officer in the day-to-day operations of CITL’s fleet including minor mechanic role, assets and warehouse, ensuring that policies and followed and paperwork is complete. This position is based in Dili, with possible travel required to other field offices.
MAIN RESPONSIBILITIES:
Fleet Operations
- The Logistic Assistant will work under the supervision of the Logistic Officer to carry out day-to-day fleet operations;
- Assist the Logistic Officer to implement and enforce CARE International in Timor-Leste (CITL’s) Fleet Manual, including training and induction of new and temporary driver, and ensure that use of vehicles complies with policies on fraud, safety and security, and code of conduct;
- Assist the Logistic Officer to organize, and manage temporary driver allocation;
- Undertake CARE International in Timor-Leste (CITL’s) vehicle registration and inspection to ensure it operates in accordance with the states requirements.
- Assist the Logistic Officer to prepare or collect fleet paperwork, including log sheets, work orders and daily checklists, driver overtime checklist, and ensure that they are properly filed and that the vehicles are equipped with proper forms; respond or provide any recommendations for further actions.
- Assist the Logistic Officer to evaluate, manage and monitor drivers.
- Ensure that appropriate tools and safety and security equipment is installed and functioning in CITL vehicles to meet the operational and security requirements.
- Assist the Logistic Officer to ensure that all vehicles carry the required on-board documentation and that all documents are kept current (including insurance).
- Ensure that cars have all the necessary documentation needed for their smooth and legal operation in all CARE International in Timor-Leste (CITL) project areas.
- Assist the Logistic Officer to monitor vehicle fuel refueling and keeping accurate record and monitoring system on fuel consumption.
- Ensure that all vehicles are secure when not in use.
- Assist the Logistic Officer to provide on-time, standard monthly reports to the Logistic & Procurement Manager, including fuel consumption report, maintenance report and any other reports requested by Supervisor.
- Assist the Logistic Officer to well-maintained fleet and good filing system for all vehicles
- Any other duties as may be assigned by the supervisor
Warehouse Management
- The Logistic Assistant will assist the Senior Logistic Officer to manage the Dili warehouse and monitor field warehouses;
- Ensure that all stock of the spare parts are fully register, updated and available for urgent requirement.
- Assist the Logistic Officer during the transfer of stock in and out of the warehouse in accordance with the Warehouse Manual;
- Maintain stock records including stock cards and waybills;
- Assist the Distribution of LAFAEK magazine
- Assist the Logistic Officer to keep items in the warehouse in stored correctly and efficiently;
- Assist the Logistic Officer to keep the warehouse clean, safe and secure, including ensuring that daily and weekly cleaning is carried out; and
- Assist the Logistic Officer to maintain full and accurate inventory records for warehouses,
Maintenance supervision
- Perform small maintenance to the CARE International in Timor-Leste (CITL’s) Vehicles / motorbikes
- Conduct assessment and provide its advice before the vehicle is send out to garage for maintenance
- Schedule future maintenance for next services and keep an accurate log of all work performed.
- Maintain and clean of garage, equipment or tools to ensure they are kept in safe place for available usage.
- Perform emergency repairs which necessities the ability to trouble shooting promptly
- Ensure that vehicles are in good working condition and ensure quality and frequent maintenance to avoid further damage.
- Ensure that the drivers have the vehicles in good condition and cleaned regularly and fuel levels in the vehicle (above half-full)
- 0Assist the Logistic Officer to prepare PRs for vehicles spare parts and vehicle maintenance.
- Assist the Logistic Officer to manage and be accountable for the ordering and inventory management of all vehicle related parts and consumables, including fuel.
- Inspect and record condition of vehicles, by maintaining weekly checklists file and report any problems
- Carry out regular training to all drivers on basic vehicle mechanic skills, daily vehicle inspection, etc.
- Assist the Logistic Officer to keep an update record of maintenance and repairs of vehicles;
- Ensure the correct and timely routine maintenance and repair of CITL vehicles and generators.
Staff Management, Planning and Development
- Assist the Deputy Logistic & Procurement Manager to maintain full and accurate inventory house for assets and furniture
- Assist the Logistic Officer to supervise Program Support Unit (PSU) drivers and temporary drivers including training, tasking, guidance, and monitoring
- Implement work plan, and development plan if necessary
OTHER RESPONSIBILITIES
- Assist the Logistic Officer in the APPA process including the annual appraisal, midyear review and regular 1:1 meeting, ensuring that the APPA process (including the paperwork) is an integral component of Annual Work Plans and activities;
- Engage in emergency preparedness, assist in any emergency response as required;
- Promote a safe and secure work environment; foster a culture of safety and security awareness and consistently follow all CARE safety and security policies, procedures and directives; and
- Demonstrate an ongoing commitment to gender equality, diversity and child protection.
EXPERIENCE AND QUALIFICATIONS:
- Minimum Senior Secondary (Years 10-12) and/or minimum 1-2 years relevant work experience.
- Minimum 1 year working experience as Logistics assistant, warehouse assistant and basic mechanic skill for car and motorbike, preferably with an International Non-Government Organization (INGO) or private company;
- Good communication skills in Tetum and basic knowledge of English is an advantage;
- Ability to work within clearly defined routines and plans; repetitive manual duties, with minimal supervision;
- Demonstrated ability to take direction and to work as part of a team;
- Good interpersonal skills including, open mindedness, willingness to learn, team spirit, good attitude and personality;
- Demonstrated flexible approach and ability to work under pressure and to organize and manage workload to meet deadlines; and
- Demonstrated honesty, reliable and trustworthy
