The Program
The Australia Timor-Leste Partnership for Human Development (PHD) supports the Government of Timor-Leste’s Strategic Development Plan 2011-2030 and reflects Australia’s commitment to work in partnership with Timor-Leste to invest in improved wellbeing for Timor-Leste’s people. PHD aims to deliver lasting impact on the program goal: ‘People in Timor-Leste are healthier, better-educated and better able to contribute to Timor-Leste’s development’. Through PHD, Australia supports the Government of Timor-Leste to deliver quality and inclusive services in primary health, basic education and social protection.
Abt Associates Australia is the implementation partner for PHD, contracted since May 2016 until May 2026.
The Opportunity
Come and work with us! We are seeking proactive personnel with strong coordination skills to join our Social Solidarity & Inclusion Sector team as Municipal Coordinators. Municipal Coordinators will coordinate and contribute to the design, preparation and implementation process of Jerasaun Foun (JF) in direct partnership with the Municipal Director of SSI and Municipal Director of Health of the respective Municipalities and RAEOA. This will include liaising with stakeholders (Municipal Administration, Social Solidarity and Inclusion Centre (SSIC), Municipal Health Services, Civil Society Organizations and Community Leaders), as well as facilitation of training and capacity building for the initial system establishment.
Candidates are expected to identify the respective work location they wish to be considered for from one or all of the following municipalities of Ainaro and Bobonaro and RAEOA for which you will be based if successful.
Municipal Coordinators will report to PHDs Adviser – Social Protection as well as be guided technically by PHDs SSI technical advisers.
Key Responsibilities
The Municipal Coordinator – SSI will be responsible for:
- Overall coordination with the Municipal Director of SSI or a nominee, of the JF design activities at municipal level covering the following elements:
- application, registration and verification system,
- payment delivery system,
- appeals and complaints system,
- MIS and performance monitoring system, and
- public information system.
- Liaison with and ensuring appropriate and timely inputs/contributions from SSIC staff and other municipal stakeholders (Municipal Administration, Municipal Health Services and Community Leaders) to the JF program.
- Coordinate and facilitate information flow between the national level technical team and municipal stakeholders on SSI priorities, programs and implementation progress.
- With the Municipal Director of SSI or a nominee, coordinate and organise training of all personnel involved in the implementation of JF – including:
- aldeia and suco offices,
- social technicians,
- health officials at suco and admin post levels,
- MSSI municipal offices, and
- payment service providers.
- Support MoH 'Cash Plus' municipal working group members to identify opportunities to link the payments to other ongoing health and nutrition initiatives through health facilities.
- With the Municipal Director of SSI or a nominee, facilitate and organise the logistics requirements for relevant Municipal level SSI activities, including joint monitoring visits, workshops, meetings, and trainings.
- Note taking and minutes at key meetings, workshops and trainings at Municipal level.
- Report submission in Tetun and/or English of key meetings/ workshops/training to Adviser – Social Protection.
About You
We are seeking individuals who will bring:
- Proven experience coordinating both international and government teams working on fast pace programs.
- A strong team player with the ability to work in very challenging environment
- Solid understanding of municipal bureaucracies and Administrative structure of GoTL
- High level proficiency in spoken and written Tetum English
- Proficiency in Mambae for Ainaro post, Bunak and Quemak for Bobonaro post and Baiqueno for RAEOA post
- Demonstrated competence in administration, logistics and event management with multiple stakeholders
