Monitoring, Evaluation and Learning Officer
this position will report to the Monitoring, Evaluation and Learning Coordinator

Salary range: $ 664.63 Gross + Benefits with possibility to negotiate depending on skills and experience

 

Are you able to demonstrate experience in Monitoring, Evaluation and Learning systems and tools?  Are you someone who is creative, have, negotiating, conceptual and analytical skills with a practical perspective and willing to work in a team?

The Monitoring Evaluation and Learning (MEL) Officer is responsible for providing technical support to program staff and partners to strengthen the MEL of programs. The MEL Officer will work closely with the Monitoring, Evaluation and Learning Coordinator, Rai matak program and other projects and staff to achieve this. The MEL Officer position promotes practical approaches to collecting, storing, analysing, reflecting and feeding back useful monitoring and learning data with the overall goal to improve the quality of program implementation

 

Skills and Experience for the Strategy and Engagement Lead

  • Understanding qualitative and quantitative programme information and how this can improve the system of an organization.
  • Demonstrated experience in Monitoring, Evaluation and Learning systems and tools. Experience in development of MEL tools and frameworks highly regarded.
  • Research skills required in gathering information and learning through a variety of channels for specific topics.
  • Good influencing, negotiating and networking skills, conceptual and analytical skills with a practical perspective.
  • Team player, able to work independently and with self-motivation; diplomatic skills with cultural diversity.
  • High level of Excel and Kobo Toolbox or equivalent skills.  Experience in other digital platforms related to research or data collection highly regarded.
  • Training, mentoring and facilitation skills.
  • Understanding of different approaches of donors, Oxfam affiliates and effectively work in multiple systems.
  • Excellent communication skills both in written and verbal Tetun with good skills in English language.
  • Excellent how to manage database and how to used.
