Nabilan (Ending Violence Against Women and Children) Program

 

Since 1992, The Asia Foundation has partnered with government, civil society and private sector partners to develop Timor-Leste and its people. We are working with local, district and national level government, civil society partners and communities to strengthen governance and policy, eliminate violence against women, enhance economic opportunities for women, and promote peace and justice in Timor-Leste.

 

This is an exciting opportunity to join a long-term partner to Timor-Leste’s ongoing development. The Nabilan Program goals are to ensure that everyone in Timor-Leste lives free from violence, is protected, and can contribute to a stronger society; and to reduce acceptability and use of violence in Timor-Leste. It is expected that Nabilan will continue to Phase 3, starting in July 2022 for a further 4 years.

 

Key responsibilities

  • Manage the Nabilan MEL plan and processes for reporting, learning and improvement.
  • Monitor Nabilan’s progress against the key evaluation questions and indicators.
  • Contribute to compiling evidence of progress in narrative reports.
  • Consolidate and analyze data sourced from partner progress reports, activity monitoring (particularly for KOKOSA! and NeNaMu), interviews with key stakeholders, and other sources of evidence.
  • Maintain clear and organised records of all data collected.
  • Undertake specific MEL activities including developing case studies, action research, and program reviews.
  • Provide mentoring and technical support to Nabilan partner NGOs on M&E and reporting.
  • Identify and implement strategies to address gaps in data and evidence.
  • Actively participate in DFAT/Australian Embassy M&E networks.

 

Selection Criteria

  • Graduate degree in relevant field.
  • At least 4 years of experience in development assistance.
  • Extensive and demonstrated experience in MEL and knowledge management for iterative, innovative and flexible programs.
  • Experience working on Australian Government funded programs.
  • Demonstrated commitment to gender equality and prevention of violence against women.
  • Excellent communication skills in English and Tetum including writing skills in both languages.
  • Excellent research, analytical and presentational skills.
  • Strong track-record of working in a diverse team environment with minimal supervision.
  • Strong organizational abilities, and computer literacy (including Microsoft Word and Excel).
  • Willingness to learn and openness to question.
