Since 1992, The Asia Foundation has partnered with government, civil society and private sector partners to develop Timor-Leste and its people. We are working with local, district and national level government, civil society partners and communities to strengthen governance and policy, eliminate violence against women, enhance economic opportunities for women, and promote peace and justice in Timor-Leste.

 

This is an exciting opportunity to join a long-term partner to Timor-Leste’s ongoing development. You will support the implementation and management of the security component for our Programa Apoio Seguransa Komunidade (PASK). PASK aims to build inclusive and equitable access to security and justice services for women, youth and vulnerable groups. It builds on the successes and lessons learned from over ten years of the Foundation’s programming in community policing in Timor-Leste.

 

Key responsibilities

  • Support the implementation and management of the PASK program’s security component;
  • Provide technical assistance in the design and implementation of the program strategy and activities that will further embed the principles and practice of community policing;
  • Contribute to the development and implementation of the annual work plans;
  • With the Team Leader and Senior Technical Advisor for Security, engage and manage partnerships with key stakeholders in the security sector and adaptative management processes with the funder through stakeholder consultation and engagement;
  • Monitoring and reporting on the progress towards achievement of program objectives and milestones related to the security component.

 

Selection Criteria

  • Bachelor’s degree or equivalent in relevant discipline;
  • Minimum four years of relevant experience;
  • Knowledge of Timor-Leste policies and procedures related to the security sector and conflict prevention;
  • Knowledge of promotion of women’s participation and voice in security programming and ability to lead the development of relevant program approaches and standards;
  • Experience in developing trainings and monitoring and evaluation of training programs;
  • A personal commitment to promoting gender equality, prevention of VAWC, child protection and the ability to develop strategies for appropriate prevention and response;
  • Experience in monitoring of program activity grants and budgets;
  • Ability to work effectively in a multi-disciplinary team environment with a strong focus on thinking and working politically and adaptive programming;
  • Excellent interpersonal, communication and intercultural skills;
  • Ability to communicate orally and in writing in English and Tetun;
  • Willingness to travel to municipalities on a regular basis.
