Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A short term contract will be given. Introduction
The Roads for Development Program (R4D) is the Government of Timor-Leste’s leading rural roads program. R4D is implemented by the Government of Timor-Leste (GoTL) through the National Directorate of Roads, Bridges and Flood Control (DRBFC) of the Ministry of Public Works (MPW). The overarching rationale and goal of R4D is: ‘Women and men in rural Timor-Leste are deriving social and economic benefits from improved rural road access’.
Following Phase I, the GoA agreed to continue to fund technical assistance for a second phase (April 2017 – March 2021 – AUD 26 million). This technical assistance programme is called Roads for Development Support Programme (R4D-SP) and is implemented through ILO. R4D-SP’s ILO technical assistance team is embedded in DFRBC and works in line with the structure of MPW in general, and DRBFC in particular. Under phase II, the GoTL has committed to fully fund all capital works, provide budget for operational costs and provide adequate staffing.
Under phase II, there is a renewed focus on capacity development and on the creation of an enabling environment, to ensure the sustainability of R4D once the technical assistance programme has come to an end. In line with the GoTL’s decentralization agenda, R4D-SP also needs to focus significantly on supporting the GoTL in strengthening the capacities of the Municipalities – in particular with regards to their roles and responsibilities in the rural road sector.
In support of the R4D-SP project, the ILO is recruiting a National Communication Officer. This position will assist the International Training Advisor in the coordination and facilitation of training events and capacity building for R4D-SP. In addition to the role will be to build awareness of project activities and its achievements through a range of public relations and media (electronic, print, signage, merchandise, etc.), including the preparation of promotional materials, supporting training events management, and social media content, and to concurrently support to the Australian Embassy’s public diplomacy agenda.
Monitoring and Evaluation will include collecting and compiling information that can be used to report progress in accordance to the Monitoring Evaluation and Learning Plan (as managed by the international M&E Knowledge Management Officer) and as required by the Training Advisor.
As part of the training coordination role for the position a number of meetings, workshops and training events are to be organised for the Ministry of Public Works and the 12 Municipalities of Timor Leste (excludes Oecussi). The Training and Communication Officer will assist the Training Advisor to plan, coordinate and facilitate these events. This will include obtaining quotations, organise transport for training providers, maintain financial records and confirm attendance to the events, organize accommodation, refreshments and meals, arrange training equipment to support the event, issue invitations, confirm attendance, prepare training materials and communications, and keep records.
The Communications Officer will assist and maintain a database/spreadsheet of past and current training and communication events. The database/spreadsheet should enable statistical data to be provided at any time and help in monitoring and evaluation.
Reporting Line
Working under the direct supervision of the Training Advisor and in close collaboration with the other Project team members.
Description of Duties
1. Develop and maintain the Project Communication Plan for the R4D-SP project.
2. Design and, if required, assist with the procurement of printed training and communication materials.
3. Capture high quality images of R4D and Australian Embassy events, and manage a growing photo library for ILO and DFAT for use in promotional activities
4. Maintain relationships with journalists and contacts from major media outlets in order to attract media attention to R4D events and activities
5. Ensure compliance with ILO’s and DFAT’s media requirements for all programme activities.
6. Facilitation of trainings including assisting in the implementation of the Project Training Plan
7. Provide inputs for budget preparation and other administrative related matters, including R4D-SP communication and training initiatives.
8. Collaborate closely with other DFAT and ILO programmes and projects, for the purpose of joint communication and training initiatives.
9. Prepare background information, programme briefs, press releases periodical reports, of programme activities for internal and external distribution.
10. Liaise with the ILO Jakarta Communication Officer, in support of effective project’s and global communications and knowledge sharing.
11. Perform other duties as requested by the immediate supervisor.
