Translation Service for the chainsaw training manual and the agroforestry learning material
General information
a. Brief information on the project
The Ai Ba Futuru-project between Timor-Leste, the European Union (EU) and Germany (represented by the Federal Ministry for Economic Cooperation and Development, BMZ) was established to “contribute to a peaceful, inclusive and sustainable development in Timor-Leste through improved rural access, the creation of employment, economic and domestic revenue opportunities, and a durable reduction in food insecurity and malnutrition in rural areas”. Ai ba Futuru is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in co-operation with the Ministry for Agriculture and Fisheries of Timor-Leste (MAF).
To increase sustainable production in agroforestry systems, the project shall establish 6,000 hectares of new or improved area under agroforestry planting 3,000,000 tree seedlings by 2022 and distributing crop seeds. The four expected outputs of the project are: 1) production and productivity of agroforestry systems are increased; 2) capacities of participants along selected agroforestry value chains are strengthened; 3) market access for specific agroforestry value chains (agriculture, horticulture, wood production and processing) is improved; and 4) the institutional and organisational framework for the promotion of agroforestry is improved. It is being implemented in fourty sucos in Manatuto, Baucau, Viqueque and Lautem (i.e., the project area).
b. Context
In the course of the project, training
and learning materials have been created to cover a variety of
agroforestry topics, incl. its scientific background and technical
guidances for training providers.
The aim of this tender is to ensure that the materials are of maximum
use in Timor-Leste by translating them from English in Tetum. The right
use and introduction of technical terms will be a key factor of success
in this intervention.
c. GIZ shall hire the contractor for the anticipated contract term, from 14 February 2022 to 11 March 2022 (4 weeks).
d. The contractor shall provide the following work/service:
1. Translation of ~3,870 words in a trainers’ manual for the implementation of a training course in “Safe chainsaw operation and chainsaw milling”
2. Translation of ~6,800 words in a learning guide for “Core contents of Agroforestry for secondary education in Timor-Leste”
In all three translation, a focus should be put on the proper use and/or introduction of technical terms.
Tender requirements
1. Qualifications of proposed staff
1.1 Expert 1:
1.1.1 General qualifications
Education/professional experience: proven qualification in English language in the technical context of Agriculture, Forestry or a related field (technical qualification, university degree, or through professional experience)
1.1.2 Experience in the region/knowledge of the country Timor-Leste for 3 years
1.1.3 Language skills: business fluency in English and Tetum
2. Appropriateness of proposed concept
In the bid, the consultant should outline why they are especially qualified for the translation of technical terms in the field of agroforestry and, if available, provide a reference of previously conducted translation (2.1).
4 Fixed lump sum price – contract for work
Since the contract to be concluded is a contract for work, we would ask you to offer your services at a fixed lump sum price, which provides an itemised breakdown of all the relevant costs as laid out below. We require this information for our internal calculations. The assessment of the financial bid is based on the lump sum price tendered.

Requirement of the Technical and Financial Proposal
- Proposal (Technical and financial) must be signed by the bidder itself.
- Proposal should be submitted in English and must be sent by email to: contract-tl@giz.de no later than 04 February 2022 at 5:00 pm.
- Bids are to be submitted using the two-files procedure.
- Please submit your technical and financial proposal in two separate files, technical and financial (PDF format). Price information shall not appear in any part of technical proposal.
- To secure your financial proposal (pdf and excel file) please set a password which will be used at later stage once the evaluation of the technical proposal is completed. The bidders who achieve the technical minimum score will be requested to provide their password.
- The currency of the financial proposal shall be in USD
