1.   Project Description

World Vision Timor-Leste’s Towards a Future Free from Violence (TFFV) project, funded by the Australian Government through ANCP and World Vision Australia (WVA), is a four-year behaviour change project that is being implemented from July 2018 – June 2022 in 13 suco (villages) in Aileu and Baucau municipalities, impacting 13,804 direct beneficiaries. The project seeks to positively influence norms related to violence against women and children in Timor-Leste, specifically intimate partner violence (IPV) and corporal punishment of children at home and in schools.  The project’s goal is that women, men, girls and boys (including those with disabilities) are equal, safe and mutually respected.

The project seeks to prevent violence and strengthen the community response to violence against women and children. It seeks to prevent violence by supporting targeted groups to gain skills to solve conflict, manage behaviour and to treat one another non-violently and to strengthen response to violence by supporting the people in communities who are responsible for acting when there is violence against women and children. The project is building on a previous project – the Timor-Leste Reducing Gender-based Violence project – that was funded through WVA and ANCP from July 2015 – June 2018 to address violence against women and increase their access to services. The TFFV project has a modified design in response to important findings from the previous project. The TFFV project has specific strategies to address violence children and adolescents/youth face, including those with disabilities and aims to mainstream disability inclusion.

Gender-based violence is a key concern in Timor-Leste, with a study from the Asia Foundation[1] in 2016 finding 59% of women who have ever been in a relationship have experienced physical or sexual violence from their husband or boyfriend. It also found that 72% of women and 77% of men from two locations in Timor-Leste reported having experienced physical or sexual violence as a child. Existing research studies conducted in Timor-Leste context have no specific data and findings on women with disability and their experience of violence, although some international findings underline that women with disabilities face the problem of a double invisibility and multiple discrimination, reflecting stereotypes related to both vulnerabilities[2].

The project is helping increase gender equality and reduce violence against women and children in 84 aldeias (across 13 sucos) in Alieu and Baucau Municipalities over four years. World Vision Timor-Leste (WVTL) continues to promote gender equitable and non-violent attitudes and behaviours with adolescents, parents, teachers and school administrators, and community leaders to ensure healthy gender relationships, and positive discipline at home and school. Training for parent clubs and adolescent groups, and behaviour change communication materials are being used to promote positive behaviour change. The project is also providing improved access to, and capacity of, service providers for survivors of violence and their families, attempting to create more survivor-friendly services. WVTL is working directly with KPK (community policing council) members in their work related to cases of violence to increase the number of serious cases that are referred appropriately. WVTL is also working with EHF (Community Action Teams) members to promote gender equality, CP and disability inclusion in the communities, and to increase the capacity and awareness of the KPK (Community Child Protection Committee) members and working with people with disability is amongst the organizations of RHTO (Raes Hadomi Timor Oan).

2.1.        Scope of work

The consultant is expected to lead the evaluation process while WVTL will manage the in-country data collection, Given COVID-19 travel restrictions remote management is the likely approach. Specifically, the consultant is expected to:

  • Develop the evaluation inception report,
  • Finalize the evaluation methodology and sample size, data collection tools including syntax to enable use of tablet in data collection
  • Provide training of the evaluation team or training materials to support remote training
  • Provide technical support and supervision for the data collection
  • Analyse the evaluation data, and write up of the evaluation report complete with analysed data as part of annexes and recommendations.

2.2.        Deliverables

The consultant must deliver: 

-          an Inception Report using the embedded template

-          a Final Report using the embedded template

The following tool will be used to assess the quality of the final report.   The score will not affect approval but consultants should aim to score highly according to each of the criteria as a way of maximising the quality of the report. 

2.3.     Selection criteria

  • Experience in GBV and Child Protection
  • Knowledge and familiarity with Timor-Leste country context
  • Experience working remotely on similar sized evaluations
  • Technical writing ability (will check quality of previous evaluations and reports)
  • Experience working with World Vision Field Offices
  • Availability

3. Instructions to bidders and evaluation criteria

The interested Consulting firm/Consultant will have to produce both a technical and a financial proposal based on this ToR and submit the same to the National Office, as per the guidance below:

A.   Instructions to interested bidders

  • The deadline to submit your bid is set on February 11.
  • Bid should be submitted in English and include the following:
    • Technical offer including the following:
      • Proposed methodology (not exceeding 5 x A4 pages)
      • Detailed proposed workplan
      • CV of the consultant firm (if relevant) (not exceeding 2 x A4 pages)
      • Roles and responsibilities of evaluation team member (including level of effort)
      • Summary CV of evaluation team members detailing similar experience (not exceeding a quarter A4 page per team member)
      • Full CVs in annex (not exceeding 3 x A4 pages per CV)
      • Samples of previous similar pieces of work (not exceeding 2 pieces of work)
      • Contact of references (2 references minimum to be provided)
    • Detailed financial offer in USD currency describing consulting fees, international and national travels, costs of facilitators, transport, travel and accommodation
