Opportunity
The USAID Health System Sustainability Activity in Timor-Leste is part of the global Local Health System Sustainability (LHSS) project, a global task order that works to strengthen health systems as a means to achieve universal health coverage and improve population health and well-being. Interventions focus on reducing financial barriers, holding health services accountable for meeting all clients’ needs and making sure that the care patients receive meets minimum standards. The USAID Health System Sustainability activity in Timor-Leste supports the Government of Timor-Leste to effectively and sustainably govern, finance, and deliver quality and affordable essential health services while being responsive and accountable to users and an engaged civil society. The activity’s objectives are to strengthen health sector governance, enhance health sector workforce management, improve healthy behaviors, and improve health advocacy and civic engagement for health system strengthening.
Key Responsibilities
Under the guidance of the Chief of Party, the Capacity Development Manager will have the following responsibilities:
Within the USAID Health System Sustainability Activity, the Capacity Development Manager will report to the COP.

Key Responsibilities
Under the guidance of the Chief of Party, the Capacity Development Manager will have the following responsibilities:
- Coordinate and collaborate with the Ministry of Health (MOH) – including, but not limited to the National Directorate of Policy, Planning and Coordination, and the General Directorate of Corporate Services – to identify interventions the Activity can undertake in partnership with the GOTL to further strengthen their capacities in selected areas to improve health system governance and functioning.
- Co-develop and help execute a capacity development assessment that considers the following elements in the GOTL’s health sector: organizational mandate; strategy and planning; leadership and management; coordination and stakeholder engagement; organizational governance; capacities necessary to generate, interpret, and use quality health data; and any internal inclusion- or gender-related policies and protocols.
- Support the MoH in the implementation of a capacity development action plan, including creating capacity development exercises, developing modules, identifying training experts, coordinating development of training modules, monitoring trainings and documenting success stories.
- In collaboration with the Human Resources for Health Lead, coordinate with MOH and the National Institute of Health (INS) in assessing training needs and supporting the INS in developing a training strategy for the health sector.
- Contribute key inputs for the work planning process for all activities in USAID Health System Sustainability Activity in future years. Implement activities in a way that is harmonized with USAID Health System Sustainability Activity objectives to ensure complementary and efficient implementation.
- Contribute to USAID Health System Sustainability Activity’s MEL activities, including developing indicators, collecting data, and reporting on indicators, in collaboration with the MEL team.
- Support the COVID-19 Lead in planning and monitoring of various COVID-19 related trainings.
- Contribute to the timely production of quality deliverables to USAID, including quarterly reports, annual reports, work plans, budgets, technical reports, and publications.
- Develop case studies and success stories from LHSS Timor-Leste interventions to the LHSS’s Knowledge Management / Communications teams.
- Actively facilitate and participate in relevant meetings, technical working groups, and conferences as necessary to share knowledge generated through USAID Health System Sustainability Activity interventions and to represent the Activity.
Within the USAID Health System Sustainability Activity, the Capacity Development Manager will report to the COP.
Requirement:
- Bachelor degree in human resources management and/or development, or another relevant field.
- 5 years of relevant professional experience; or 3 years with a Master’s degree; or PhD.
- Strong experience in capacity building in the health sector in Timor-Leste is preferred.
- Demonstrated ability to work effectively with government counterparts and coordinate various actors such as different units, other ministries and government agencies, donors and NGOs.
- Ability to work both indepentendly and in a team environment where there is understanding of how the interventions are linked to larger activity goals.
- Familiarity with health systems strengthening concepts will be an advantage.
- Familiarity with donor-funded projects especially USAID will be an advantage.
- Proven professional knowledge of MS Office applications and appropriate organizational skills.
- Language Skills:
- Excellent oral and written communication skills in English
- Fluent Tetum writing and speaking skills required
- Portuguese writing and speaking skills preferred
- Timorese nationals are encouraged to apply
