 Procurement Officer 

 

 

Our growing NGO is seeking to hire a Procurement Officer who will be responsible for assisting the Operations Manager in terms of dealing with the vendors, meeting with suppliers and able to support the program team through its activity. The applicant must have strong team building, able to manage and organize the procurement request based on priorities list. Lastly, applicant must have general knowledge of dealing with administration, finance, and logistic matters. 

 

Based in Dili, a diploma or bachelor’s degree in a relevant business field is required. To succeed in this role, you will need excellent communication and problem-solving skills, as well as the ability to work under the pressure due to programs activity demands and has negotiation skills. Has the ability and capacity to manage the team in certain circumstances as required by the operational department. 

 

 Procurement Officer Responsibilities: 

 

  • Daily coordination of MC procurement activities. 
  • Has a full understanding of MC procurement policies and formats 
  • Assists, as needed in training staff on these policies. 
  • Assists staff as needed on creating clear and understandable purchase requests and other documentation. 
  • Collects quotations and bids from the market for PR-s as assigned by manager – as per Mercy Corps standards and formats.  
  • Interact with vendors during the collection of quotations – explain Mercy Corps formats and ensure that vendors will use the provided forms, 
  • Prepare the required documentation of Procurement, supplies and transactions are completed to MC standards.  
  • Responsible to manage the Contract management database 
  • Do not engage in any transactions which constitute a conflict of interest, including receives the gift and money from vendors, contractors, suppliers, and other parties.  
  • Develop and maintain high quality of filling system both soft copy and hard copy for procurement related documentation. 

  •  Procurement Officer Requirements: 
  • Degree in a relevant business field is desired.  
  • 3 years of experience in procurement 
  • Strong organizational skills; ability to interact effectively with international and national personnel.  
  • Excellent oral and written English skills.  
  • High computer skills on MS Office programs, especially in MS Excel.  
  • A demonstrated ability to multi-task and process information into action as to not delay program activities.  
  • A clear understanding of procurement ethics and donor compliance is essential.   
  • Excellent negotiation and representation skills. 
  • Excellent oral and written English and Tetum skills required 
  • Ability to set and meet deadlines, diagnose, and solve problems independently and as a team.  
  • Demonstrated commitment to the promotion of a gender-empowered, non-discriminatory work environment.
