- We are looking for a long-term Adviser – Health Monitoring & Evaluation (M&E) to support the Timor-Leste’s Ministry of Health (MoH) to develop and implement their M&E strategy through the development of an M&E Health Sector Strategic Plan
- Join the Australia Timor-Leste Partnership for Human Development (PHD) on a 12 month contract (with possible extension), international ARF position, based in Dili, Timor-Leste
The Opportunity
We are seeking a long-term Adviser - Health M&E to join our
Health team and contribute to the MoHs development and implementation of
the revised Health strategy. This newly created role will bring highly
technical M&E expertise and prioritise the development
of the M&E Strategic Plan for the health sector for 2022 to 2030.
This will also include preparing the roadmap, tools, and facilitation
for implementation of the Strategic Plan at national and sub-national
levels. In addition, the Adviser will utilise strong
stakeholder management and Advisory skills to work with the relevant
MoH team to support other M&E activities identified.
The Adviser will join the PHD Health team which is expanding rapidly in order to respond to the Health redesign implementation; and in addition, work with and benefit from the support of the PHD Monitoring, Evaluation & Learning (MEL) team. The Adviser will be based in Dili, Timor-Leste working predominantly from the MoH office with periodic travel to the municipalities, making this a rewarding post for someone wanting to focus their passion for development and MEL for sustainable impact a grass roots level.
What’s Involved
Key components of your role will include:
- Reviewing current M&E guideline and the state of M&E implementation in health sector
- Developing a comprehensive and costed health sector M&E Strategic Plan
- Reviewing and developing practical guidelines for the implementation of the M&E
- Reviewing and revising key national health indicators and current data collection methods – including indicators for COVID-19, gender equality and disability
- Facilitating coordination with relevant Directorates and Municipal Health Services and health facilities in the definition of indicators for performance-based financing
- Training, mentoring and capacity building for MoH and other key stakeholders on M&E Strategic Plan implementation
- Planning and discussing mechanism for Client Satisfaction Survey – in consultation with other partners
- Developing tools and indicators to measure health institutions performance based on the organic law and the Ministerial Diploma.
About You
We are seeking an individual who will bring:
- Advanced degree in Health or evaluation research, statistics and epidemiology, or a related field.
- Significant program experience relevant to strengthening public sector monitoring and evaluation system, with experience in the Asia Pacific region (including Timor- Leste) desirable but not critical.
- Substantial technical expertise in designing, managing and implementing results-based M&E activities, processes and systems, and capacity building approaches, relevant to the health sector.
- Demonstrated experience in monitoring and evaluation of health program activities; with technical expertise in designing and field testing a diverse array of data collection instruments, processes and systems, including health monitoring and evaluation within the community
- Excellent data analytical skills and interpretation, with ability to write clearly and concisely, and sound quantitative skills (managing, analysing and interpreting data)
- Proven results in effecting change in health service delivery, including using M&E to link health system with communities
- Exceptional interpersonal skills with a demonstrated ability to build, maintain positive relationships with a range of stakeholders in a complex environment.
