Inclusive Education Consultant
Workforce Development Program Timor-Leste (WDPTL)
Background
The Australian Government’s aid policy – promoting prosperity, reducing poverty, enhancing stability – underscores the importance of a skilled population for the growth of an economy. It states that Australia will prioritise skills for growth, by improving access to quality assured technical education and training, which matches the needs of the private sector.
The Workforce Development Program Timor-Leste (WDPTL) supports these objectives through three Components: Scholarship and Alumni Support (SAS), Training and Employment (T&E); and a flexible facility which can respond to DFAT and Timor-Leste’s emerging workforce development needs. In addition, one of the adjustments is to support economic recovery in Timor-Leste through skills and tangible jobs, but also through high-level Australian qualifications (scholarships) in targeted areas.
The WDPTL Scholarships and Alumni Support team manages Australia Awards scholarships for Timorese to study in Australia and provides professional development opportunities for scholarship alumni, ensuring they have ongoing links with other alumni and with Australian organisations, institutions, and people.
The WDPTL is managed by Palladium International on behalf of the Australian Government.
Purpose of Position:
Conduct an assessment to:
- Identify, document, and analyse the barriers people with complete blindness or deafness face accessing the Australia Awards scholarships selection process
- Working with agreed stakeholders, identify the possible interventions that will increase access, based on current evidence and requirements
- Provide a report and presentation with detailed recommendations, including a roadmap of actions and costs required to address these barriers and increase inclusivity.
Timeline, Contract and Reporting Line:
- The adviser will be hired under a short-term adviser contract on DFAT’s ARF rate
- The contract term is 1 April to 30 May 2022, up to 14 days input. Additional allocation is subject to review and approval.
- The role will require travel to Timor-Leste.
- Under the direction of the Team and Deputy Team Leader, the adviser will work closely with the WDPTL Scholarship and Alumni Manager and Graduate Intern – Disability. They will also work with one representative with a vision impairment and one with a hearing impairment.
Requirement and Relevant Qualifications:
- Ability to work and travel to and within Dili (possibility other municipalities) as per estimated timeframe.
- Relevant qualifications in the field of inclusive education and GEDSI and knowledge of specialist education approaches for people with total vision and hearing impairment.
- Demonstrated experience in consulting, research, report writing, facilitation and socialization of findings.
- Problem solving skills, a positive attitude, and a passion for inclusive education.
- Excellent interpersonal and communication skills and demonstrated capacity to work sensitively with a wide range of stakeholders.
- Ability to speak Tetun and experience working in Timor-Leste is an advantage is an advantage
- Understanding of the Timor-Leste context including the social, cultural, political, and institutional factors affecting development in Timor-Leste, including gender and disability inequalities.
