About PHDs new Health Strategy  

The strategic intent of PHD Health Sector is to strengthen the Timor-Leste PHC system to deliver a high quality and equitable Essential Services Package (ESP) (including family planning, sexual and reproductive health, nutrition, and hygiene and sanitation). PHD will roll out their program in targeted municipalities initially, adapting a locally led approach to apply the national reforms that aim to strengthen the enabling systems so that skilled health managers and healthcare providers can manage and deliver higher quality, inclusive and accountable PHC services to the population (including women, men, adolescents, people with disability, and the poor/vulnerable). 

 

The Opportunities  

With 12 positions now being recruited for, we are seeking suitably qualified individuals both internationally and locally to join PHDs Health team. All vacancies will be long term in nature (between 1-2 year contracts – with possible extensions) and will be based in Timor-Leste.

• Municipal Coordinator (3 positions available, one each in Dili, Ermera or RAEOA/Oecusse)

The Program 

The PHD supports the Government of Timor-Leste’s Strategic Development Plan 2011-2030 and reflects Australia’s commitment to work in partnership with Timor-Leste to invest in improved wellbeing for Timor-Leste’s people. PHD aims to deliver lasting impact on the program goal: ‘People in Timor-Leste are healthier, better-educated and better able to contribute to Timor-Leste’s development.’ Through PHD, Australia supports the Government of Timor-Leste (GoTL) to deliver higher quality and inclusive services in primary healthcare, basic education and social protection. 

Abt Associates Australia is the implementation partner for PHD, contracted since May 2016 until May 2026.
