CIRCULAR ECONOMY PROGRAM OFFICER

  

 

Location: Dili 

Position Status: Fixed Term-Temporary (Maternity Coverage) 

Duration contract: 6 months  

Grade Level: 5  

Salary: US$ 590.00 

 

Our growing NGO is seeking to hire a Circular Economy Program Officer who will be responsible for supporting the circular economy team in delivering project activities aiming at promoting reduce, reuse and recycle strategies for plastic. Mercy Corps’ circular economy program is funded by the European Union, KOICA and USAID.  

 

Based in Dili, a bachelor’s degree in social work, social sciences, human rights, or a related field is required. To succeed in this role, you will need excellent communication and problem-solving skills, as well as the ability to interact effectively and multi-task to get important work done. Previous experience in a similar role is a plus. 

 

Program Officer Responsibilities: 

  • Support the Program Deputy Manager, Program Manager, and overall team to plan, implement, and monitor activities to meet project deliverables based on agreed timelines and coordinating the program work plan and budget 
  • Conduct and document regular site-monitoring to ensure activities are delivered in a high-quality manner, developing strategies to resolve any noted gaps and act upon noted opportunities, ensuring program adheres to Mercy Corps Program Management Minimum Standards 
  • Assist in the analysis of data collected to facilitate assessment results and document lessons learned 
  • Support administrative, financial, and logistical tasks for the program, including drafting project documents, and liaising with different departments (Operations, HR, Finance) to complete activities  
  • Take initiative and use a problem-solving approach to implementation, identifying any challenges and potential solutions to the Deputy Program Manager 
  • Represent Mercy Corps with external stakeholders, building key relationships, participating in any community mobilization, event support or other activities as needed 
  • Participate and support in team planning and coordination meetings and trainings 
  • Ensure all activities are conducted in an inclusive manner, with particular attention to the inclusion of women, youth, and persons living with disabilities 

 

Program Officer Requirements: 

  • Bachelor’s degree in Social Work, Social Sciences, Environmental Sciences, or related field 
  • Minimum 1 year’s progressive experience in economic and market development and/or development related programs 
  • Excellent written and verbal communication skills in Tetun is essential, and in English language is a plus 
  • Positive, respectful attitude and collaborative approach to problem-solving 
  • Demonstrated attention to detail; ability to follow procedures, meet deadlines and work independently as well as cooperatively with team members 
  • Ability to interact effectively with international and national personnel 
  • Demonstrated ability to multi-task and process information into action as to not delay program activities’ 
  • Experienced in and/or aware of gender inclusion 
  • Covid-19 full vaccination is required
