Opportunity: 

The USAID Health System Sustainability Activity, activity in Timor-Leste is part of a global project called Local Health System Sustainability (LHSS), that works to strengthen health systems as a means to achieve universal health coverage and improve population health and well-being. The USAID Health System Sustainability Activity supports the Government of Timor-Leste to effectively and sustainably govern, finance, and deliver quality and affordable essential health services while being responsive and accountable to users and an engaged civil society. It has two specific objectives to respond to COVID-19: 

  1. Objective 1: Accelerate widespread and equitable access to and delivery of safe and effective COVID-19 vaccinations 
  2. Objective 2:  Reduce morbidity and mortality from COVID-19, mitigate transmission, and strengthen health systems, including to prevent, detect, and respond to the next pandemic. 


Key Responsibilities: 

Under the guidance of the COVID-19 Response Lead, the Covid-19 Response Manager will work on key deliverables which include assessment of community mobilization activities, support municipalities to implement micro plans, assessment of call center, coordination with CSO (but not limited to) and have the following duties and responsibilities: 

  • Support the COVID-19 Response Lead in assisting the Ministry of Health and Municipalities Health Services in the implementation of COVID-19 Response including vaccination campaign.  
  • Provide support to the COVAX secretariat and sub technical working groups in the monitoring, evaluation and support supervision on the vaccine distribution and utilization. 
  • Co- support the USAID Health System Sustainability Activity implementing partners in target municipalities and co-monitor the implementation of COVID-19 response activities. 
  • Support MoH and INS in training to improve capacity of health workers on COVID-19 response, IPC, data management and vaccine management 
  • Under the guidance from the COP and/or the COVID19 Response Lead, facilitate regular/periodical information exchanges between the MOH, Partners and civil society for COVID19 and health system strengthening. 
  • Contribute to USAID Health System Sustainability Activity's MEL activities, including developing indicators, collecting data, and reporting on indicators, in collaboration with the MEL team 
  • Implement activities in a way that is harmonized with USAID Health System Sustainability Activity objectives to ensure complementary and efficient implementation 
  • Contribute to the timely production of quality deliverables to USAID, including quarterly reports, annual reports, work plans, budgets, technical reports, and publications 
  • Coordinate, and collaborate with USAID Health System Sustainability Activity staff and partners to implement cross-cutting activities 
  • Support the core activities and objectives including health governance using data for decision making of the project 
  • Contribute to the development of case studies and success stories 
  • Actively facilitate and participate in relevant meetings, technical working groups, conferences, etc. as necessary to represent the Activity and share knowledge generated through the Activity. 
  • The Manager will be based in Dili and support the program activities with occasional travel to municipalities. 


Preferred Qualifications :

  • Advanced university degree in medicine, public health, social sciences, statistics, planning development, or an equivalent degree from a recognized University or College including any equivalent experience is required. 
  • Three years of experience with master’s degree or at least 5 years of work experience with bachelor's degree in managing the public health programs or health related programs. 
  • Demonstrated experience in data collection, data analysis as well as preparing reports and presentations. 
  • Demonstrate a knowledge of Health Management Information System, data analysis and management. 
  • Demonstrate good interpersonal and communication skills and good analytical skills. 
  • Solid experience with common Microsoft Office packages and advanced MS Excel skills. 
  • Demonstrated ability to work effectively with government counterparts and coordinate various actors such as different units, other ministries and government agencies, donors, and NGOs. 
  • Ability to work both independently and in a team environment where there is understanding of how the interventions are linked to larger activity goals 
  • Experience with international development and donor-funded programs. Familiarity with USAID-funded projects will be an advantage 
  • Proven professional knowledge of MS Office applications and appropriate organizational skills 
  • Excellent oral and written communication skills in English 
  • Fluency in Tetum required 
  • Portuguese language skills preferred 


Minimum Qualifications :

Bachelor’s Degree + Five years of relevant experience, or Master’s Degree + Three years of relevant experience, or PhD
