COWI is currently conducting the EIB financed
Project Preparation and Implementation Programme, see
https://www.ppi-programme.net, Timor-Leste. The project started in March
2021 and is expected to run until mid-2024. For this project, we are
looking for a Team leader who will have specific responsibility for
selected activities including the transfer of knowledge and expertise in
project development, project management, financing, operation and
maintenance techniques to public and private sector project promoters
and other government counterparts.
TURN CHALLENGES INTO SUSTAINABLE SOLUTIONS
The
Team Leader will be the main contact for all assignments and the
project team and will interface with the Contracting Authority, the EU
Delegation, project promoters, financier/donor partners and other key
stakeholders. To be able to handle this role one should have:
- academic degree both in engineering or economics and a qualification on project management or equivalent, specialised in infrastructure development or in one of the PPI Programme targeted sectors (water supply and sanitation, solid waste and forestry)
- 12 years managerial experience, in managing multi-disciplinary teams of senior professionals from different cultural areas, preferably with experience from both private and public sectors
- involvement as TL in a minimum of 4 projects in developing countries, in the past 15 years, involving the preparation of feasibility studies for infrastructure projects in at least one of the targeted sectors, preferably in East Asia / Pacific region
- proven experience in working with EU, or EIB or other IFIs (ADB, WB, AFD, KfW) on similar assignments.
- proficiency in oral and written English language
It will be advantageous if you have:
- experience in both private and public sector
- experience in Southeast Asia /Pacific region
- working knowledge of Portuguese or Bahasa language
Expected LoE (Level of Effort) is over 2½ years
JOIN OUR PPI Programme in Timor-Leste
The
main focus of the PPI Programme is to identify, assess and prepare
water, solid waste and forestry projects in Timor- Leste. The project
has three phases
- Project identification (successfully completed – six projects identified for phase II)
- Pre-feasibility studies of six projects. Two projects have been identified in each of the mentioned sectors. The pre-feasibility phase is expected to last from March 2022 to the end of 2022.
- Feasibility studies of three of the six projects. Selection hereof will be made by the Government and EIB through the Project Steering Committee. At the end of the feasibility phase, three projects should be ready for funding. This includes financial affordability analysis, preliminary designs, budget and financing plans, tender documents and terms of reference for detailed designs, where applicable, supervision and other required technical assistance studies and services.
