Our growing NGO is seeking to hire a Logistic Officer to responsible to assures the logistics resources are coordinated for effective program support. Key areas of responsibility include fleet management, warehouse/storage management, and asset management in compliance with all relevant Mercy Corps policies and procedures. Vehicle management includes all vehicles, including motorcycles.  

Based in Dili, a bachelor’s degree in Economic and Management or a related field is required. To succeed in this role, you will need excellent communication and problem solving, as well as the ability to prioritizing the task and time-management skill to manage day to day important work done. Previous experience in general office management is a plus 

 

Logistic Officer Responsibilities: 

  • Provide overall support on logistics issues and collaborate with Program teams and other technical aspects related to logistics functions as required.  
  • Assist with Customs clearance of expatriate shipment and a goods from overseas suppliers, if necessary.   

     

Fleet Management: 

  • Ensure that systems are in place to track maintenance schedules, fuel usage and vehicle scheduling as described in the Field Fleet Management Guidelines. 
  • Organize and supervise the daily fleet inspection to ensure vehicle are given regular/day to day maintenance check: check oil, water, battery, brakes, tires, etc. 
  • Providing monthly fuel analysis report of all MC vehicles and motorbikes every 5th day of the month. 
  • Daily monitor, update and manage the ONA and Podio and send the daily vehicle schedule update. 
  • Assist team members with proper completion of incident report and follow-up action. 
  • Daily monitor, update and manage vehicle field trip and in-town trip reservation to TV screen and send the team members. 
  • Provide daily supervision of assigned drivers and monitor to ensure proper and consistent performance of duties. 
  • Prepare and submit vehicle log monitoring report every week, including records of vehicle operations, maintenance, expenses, fuels analyses and mileage to Operations Manager. Update vehicle logbook if any new project and update at beginning of each month.  
  • Provide supervision to the drivers and complete their evaluations in a timely manner. 
  • Ensure vehicle repairs including motorbike are carried out properly according to official manufacturer’s specifications. 
  • Ensure that all vehicles (including motorcycles) have proper on-board vehicle documentation.  
  • Maintain administrative vehicle files for each vehicle (including motorcycles). 
  • Organize regular service schedules for vehicles. Maintain service schedule files. 
  • Manage drivers’ leave schedules ensuring smooth operation of the fleet. 
  • Responsible for vehicle documents database, registration, and renewable process. 
  • Schedule vehicles use to meet programmatic and operational needs. 
  • Conduct firefighting and First Aid training to all MC drivers twice a year.  

 

Asset Management and Warehouse Management: 

  • Oversee tracking of all assets to ensure accurate record-keeping of Mercy Corps and donor assets, including exceptional items requiring registration and movement tracking, according to the Mercy Corps Field Asset Management Manual 
  • Oversee the warehouse management function and the team to ensure materials are stored and managed properly as per the provisions in the Field Warehouse Management Policy.  
  • Capacity building and management support to logistics team members.  
  • Establish and maintain cooperative and effective working relationships with others. 
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps Timor Leste and to not jeopardize its humanitarian mission in Timor Leste. 
  • Physical count to all MC assets & inventory and reported to Operations & Finance Manager before 15 June each year  

 

Logistic Officer Requirements: 

  • Relevant qualification in the field.  
  • Minimum of 3 years logistics, assets/inventory, fleet, and warehouse experience in an INGO environment  
  • Sound knowledge and understanding of operations and logistics aspects. 
  • Hands on experience in handling admin and logistics at field level with close coordination with the program team. 
  • Effective verbal and written communication, organizational, prioritization and Microsoft Office applications. 
  • Excellent oral and written communication skills in English and Tetum 
  • Covid-19 fully vaccinated is required
