Job Profile: 

Counterpart International is currently recruiting for the position of Capacity Building Coordinator for the USAID/Timor-Leste NGO Advocacy for Good Governance Activity, a five-year initiative funded by the United States Agency for International Development (USAID). The Activity seeks to expand the Non-Governmental Organization (NGO) enabling environment and strengthen the organizational, research, networking, and financial capacity for mid-level local advocacy NGOs in Timor-Leste to provide increased evidence-based, sustainable advocacy services on behalf of citizens.

 

Primary Responsibilities

Under the supervision of the Partnerships and Advocacy Director, the Capacity Building Coordinator will coordinate organizational development and advocacy support for a group of 9 target NGOs, which will include supporting the NGOs develop tailored performance improvement goals, provide continual monitoring of NGO organizational performance, facilitating learning, and deploy a range of tailored technical assistance to improve performance. The Capacity Building Coordinator will serve as a primary point of contact for NGOs, provide ongoing mentorship and coaching, and facilitate connections to subject matter experts to achieve their improvement goals. The Capacity Building Coordinator will demonstrate excellence in organizational and technical capacity building activities with the NGO while ensuring effective communication among relevant Activity stakeholders.

 

Responsibilities

  • Assist NGOs to carry out annual Organizational Performance Index (OPI) assessments.
  • Support NGOs to establish their organizational change goals that outline how each organization can more effectively deliver its mandate and improve performance.
  • Work with NGOs to create their organizational change action plans to outline their current and desired capacities and specific actions to achieve their goals.
  • Assist each NGO to assemble their team to lead and oversee the action plan implementation and provide mentorship and coaching to this team during implementation.
  • Facilitate and coordinate the engagement of subject matter experts (SME), in-house experts, or other training opportunities based on the NGO's organizational, and advocacy needs per Activity workplan. 
  • Identify, build, and maintain a roaster of subject matter experts in areas such as human resources, leadership development, communications and outreach, advocacy, legal analysis, research, project and financial management, financial sustainability, among others to provide targeted support to NGO.
  • Support and/or facilitate the implementation of workshops and trainings for NGOs, on topics such as inclusive leadership, communications and outreach, gender and social inclusion, constituent engagement and advocacy, data analysis and research, fundraising, among others.
  • Collaborate with the Partnerships and Advocacy Director to assist NGOs to develop and implement constituent Engagement Plans to better represent, communicate with, and receive feedback from constituents and help create associated feedback and reporting mechanisms.
  • Working closely with the Chief of Party and Monitoring, Learning, and Evaluation (MEL) Manger to collaborate with NGOs to continuously monitor performance, identify customized technical assistance needs and measure success. Support the Activity in developing “best practices” in organizational development.
  • Provide mentorship and guidance to help NGOs use political economy analysis tools to identify new potential advocacy opportunities and champions within the government of Timor-Leste.
  • Support NGOs to publish research on an online Learning Platform and host workshops to present data and share lessons learned and best practices to peers.
  • Work with NGOs to enhance their financial sustainability, including identifying revenue opportunities, developing and regularly updating plans to mobilize funding, and creating an “opportunity pipeline” for future fundraising.
  • With Legal Analysis SMEs, help NGOs assess local policy and legal gaps and formulate recommendations for policy change affecting the NGO enabling environment.
  • Contribute to the development of annual work plans, performance monitoring systems and tools, and writing of progress, quarterly, and final program reports.
  • Identify and write impact stories for USAID and other external audiences.
  • Promote knowledge sharing throughout the Activity – both internally and across partners - by leveraging technology, strengthening links and communication, and capturing lessons learned and developing corresponding recommendations.
  • Support with the implementation of broader Activity tasks as required for the success of the Activity.
  • Other duties as assigned.

 

Experience

  • University degree in international development, organizational development, project management, business administration, public administration, or a relevant field.
  • A minimum seven (5) years of demonstrated experience and expertise in civil society strengthening, including but not limited to organizational/institutional development, and advocacy, including demonstrated experience developing and conducting trainings, workshops, and exchanges using participatory methodologies and gathering data and information.
  • Knowledge and/or experience applying thinking and working politically or political economy analysis and conducting policy research and analysis, is a plus.
  • Prior experience working on donor-funded programming, preferably USAID-funded.
  • Knowledge of US Government regulations, policies, and procedures, a plus.
  • Excellent organizational, analytical, oral and written communications skills.
  • Ability to work well in a team environment and individually with limited supervision.
  • Advanced oral and written communication skills in English.
