Mercy Corps Timor Leste is seeking to hire a qualified Cluster Coordinator for Resiliensia Diak plus (Good resilience Plus – ReDi+ Program) funded by Bureau Humanitarian Assistance (BHA) of the United States Agency for International Development (USAID). The program objectives include 1) Effectively prepare for, mitigate, and adapt to disaster and climate change risks, 2) Increase climate-smart and nutrition-sensitive agricultural production and aquaculture in order to reduce food insecurity and improve resilience for the most vulnerable, and 3) Improve livelihoods and support critical market systems by increasing household engagement in markets.
Cluster Coordinator is responsible to manage day to day coaching, capacity development and monitoring activities. Responsibilities may include but are not limited to stakeholder engagement, monitoring of activity process and impact, and supervision of the field team. The position will be supported by Dili based Agriculture and Markets Manager with tools and methodologies to support in decision making and course corrections for greater activity effectiveness. He/She will be responsible for stakeholder engagement at the program field locations and will supervise Program Officers for coaching and implementation of the project activities and results. His/Her responsibilities will also include office management, administration, and successful implementation of the project. The position will lead in planning and provide operational guidance for the field teams, technical and implementing partners and other stakeholders to achieve above and beyond the project mandate.
Based in Maliana and Manatuto, Degree/Certificate in Agriculture, Economics, market system development, Engineering, Disaster Risk Reduction, or another related degree. To succeed in this role, you will need excellent communication and problem-solving skills, as well as the ability to work with stakeholders to get important work done. Previous experience in a disaster risk reduction role is a plus.
STRATEGY AND PLANNING
- Function as Cluster Coordinator on all project activities within an assigned regional office under supervision of the Agriculture and Markets Manager
- Regularly check-in with all stakeholders for rapport building and relationship strengthening
- Function as the point of contact for inclusion and resilience within the district for the project
- Plan and implement project activities through the preparation of multiyear and annual work plan
- Support in
developing and reviewing Implementation Plan (IP) and project field
implementation strategy to make the project implementation efficient and
as required maintaining quality implementation
- Carry overall responsibility of field office management, administration and successful implementation of the project in order to achieve the project objectives
- Manage budgetary control of expenditure of the field office in line with donor requirements and Mercy Corps regulations
- Supervise relevant staff in project implementation as required for the project
- Coach supervisees in development of skills in activity implementation, strategic thinking and critical analysis
- Develop and lead capacity building initiatives and monitor progress of staff improvement
- Collaboratively develop monthly work plans with Program Officers balancing project implementation and team member capacity
- Based on guidance from the Agriculture and Markets Manager and Coordinators, support cross-program activities
- Maintain close
contact and communication for project planning, strategy formulation and
other issues with supervisor, technical coordinators and institutional
support teams
- Support Agriculture and Markets technical coordinator, senior gender officer and program officers to develop and maintain coordination with relevant stakeholders in the field for day-to-day implementation.
- Function as the key point of contact on relevant regional level engagements
- Submit quarterly budgets and activity plans to supervisor
- Submit quarterly case studies and photographs in collaboration with the MERL team
- Support all program officers to monitor ongoing activity implementation
- Spot check data collection quarterly through process monitoring to ensure quality data in collaboration with the MERL team
- Supervise assessments/survey as per project requirements
- Degree/Certificate in Agriculture, Economics, market system development, Engineering, Disaster Risk Reduction, or another related degree
- Minimum five years’ experience with community - based disaster risk reduction, Market system, and agriculture or related programs
- Experience working with community groups, private sector, and government officials
- Experience building capacity of diverse team
- Excellent time management and work planning skills, as well as the ability to prioritize tasks
- Strong writing, reporting, organization, and communication skills
- Fluency in Tetun, with some proficiency in English preferred
- Willingness to travel to remote program locations.
